About this file
This document is an Environmental Screening form and corresponding State Historic Preservation Office (SHPO) response for a demolition project located at 524 Gibbons St Front and Rear in Scranton, Lackawanna County, Pennsylvania. The environmental screening, prepared by Jacob Weinberg on 6/18/2025, evaluates the property for potential environmental and historical concerns prior to demolition, addressing factors such as property stabilization, city ownership, block area impact, historic preservation, floodplain status, and potential hazardous materials.
The Pennsylvania State Historic Preservation Office (PA SHPO) reviewed the project on 6/16/2025 and determined there are no above-ground historic properties in the project area and a high probability of prehistoric or historic archaeological resources. The SHPO concluded the proposed project should have "No Effect" on archaeological resources, provided excavation is limited to foundation removal and clean off-site fill is used. The demolition is part of the City of Scranton's 2025 Demolition Projects Round 2, which will be bid through the city's e-Procurement Portal, with bids due by 10:00 am on Wednesday, July 30, 2025.
