The bid form organizes services into six categories: vegetative debris collection and hauling; management and reduction (grinding, air curtain burning, compacting); construction and demolition debris collection and transport; final disposal and tipping; tree operations (hazardous tree and stump removal by diameter); and specialty removal including vehicle, vessel, white goods, electronic waste, hazardous materials, and bio-waste removal, plus clean fill dirt placement. Bidders must submit unit prices for 36 base line items (priced in cubic yards, per tree, per stump, per unit, per linear foot, or per pound) and hourly equipment and labor rates for up to 35 additional resource categories. Equipment rates must include operator costs, fuel, maintenance, and insurance and be rated for minimum 100 cubic-yard capacity; equipment descriptions must align with FEMA Typed Resource Definitions. Labor rates must account for specified personal protective equipment. All successful contractors must maintain proper licensing and comply with federal, state, and local laws and mandates applicable to disaster debris removal.

Vendors must acknowledge receipt of Addendum 1 (issued June 15, 2026) by signing and returning one copy with their sealed proposal; failure to acknowledge may result in automatic disqualification. Vendors must complete a Conflict of Interest Questionnaire in accordance with Texas Local Government Code Chapter 176 and file it with the City's records administrator not later than seven business days after beginning negotiations or discussions to enter into a contract. A Business Questionnaire serves as a preliminary evaluation tool assessing contractor experience, financial stability, equipment inventory, and emergency mobilization capacity.
