About this opportunity
The City of Green River, Utah is requesting qualifications for Project Management and Technical Services related to a Safe Streets for All (SS4A) Planning and Demonstration Grant, with Statements of Qualifications due July 24, 2026 at 4:00 PM MST and questions due July 10, 2026.
This is a qualifications-based selection (QBS) procurement funded by a federal SS4A grant awarded by the Federal Highway Administration. The scope encompasses baseline safety analysis, crash data review, risk identification and prioritization, public and stakeholder engagement through workshops and meetings, and development of a Comprehensive Safety Action Plan including risk mapping, evidence-based countermeasures, equity considerations, cost estimates, phasing, and implementation strategies. Work focuses on Green River's Main Street corridor and other high-risk locations, advancing them from conceptual designs into preliminary designs appropriate for the Planning and Demonstration grant phase. The consultant will provide day-to-day technical work and project coordination while the City retains policy direction, grant administration, fiscal oversight, FHWA compliance oversight, and final approval of all deliverables. The project timeline spans approximately twelve months from grant execution through closeout, with key phases including consultant procurement (months 1–2), baseline safety analysis and initial engagement (months 3–5), risk analysis and countermeasure identification (months 6–8), draft Comprehensive Safety Action Plan development (months 9–10), and FHWA review and final approval (months 11–12).
Procurement must comply with 2 CFR Part 200 qualifications-based selection procedures. The City is establishing grant accounting procedures and tracking a required 20 percent non-federal match. All submissions are due through the Bonfire platform with a 1GB single-file upload limit. The City of Green River is the issuing office; contract awards will not be posted on the state Division of Purchasing website. Interested vendors should contact the City directly for award information and specific budget details.
