1. Introduction and Background The City of Green River, Utah (the “City”) is soliciting Statements of Qualifications (SOQs) from qualified multidisciplinary consulting teams experienced with traffic engineering to provide project management and technical services in support of its Safe Streets and Roads for All (SS4A) Planning and Demonstration grant, awarded by the U.S. Department of Transportation (USDOT) and administered by the Federal Highway Administration (FHWA), Utah Division.
The City has been awarded $361,600 in federal SS4A funding to develop a Comprehensive Safety Action Plan to improve safety along Main Street and other priority corridors. The total estimated project cost is $452,000, including the required 20 percent non-federal match of $90,400, provided by the City. This budget information is provided for planning purposes only — respondents are requested not to submit cost or fee information as part of this RFQ (see Section 6, Estimated Project Budget).
Green River is a rural city of approximately 847 residents located along the Union Pacific mainline and Interstate 70. Once a hub of rail, uranium, and defense activity, the City has experienced significant disinvestment, with a population roughly one-third of its historical peak and nearly a quarter of residents living in poverty.
Main Street is the heart of the community — a four-lane divided arterial approximately 80 feet wide, spanning 4.4 miles between freeway interchanges. The central 1.2-mile segment, between Green River Avenue and Broadway, forms the spine of the city. This stretch has no traffic signals and wide-open lanes that encourage high vehicle speeds, posing serious risks to pedestrians and cyclists. Sidewalk coverage is City of Green River, Utah RFQ – SS4A Project Management Services partial at best, and there are virtually no signed crosswalks, requiring residents traveling to school, City Hall, or nearby parks to cross multiple lanes of uncontrolled traffic. More than 1,500 heavy trucks traverse Main Street daily, and the corridor experiences recurring collisions at a low-clearance railroad underpass.
This planning effort will enable the City to develop a Comprehensive Safety Action Plan that reduces roadway fatalities and serious injuries while supporting broader goals for economic revitalization, walkability, and freight safety. It will help position Green River for future SS4A Implementation Grant funding.
1. Project Objectives
· Develop a Comprehensive Safety Action Plan that meets all requirements of the FY25 SS4A Notice of Funding Opportunity (NOFO).
· Reduce fatalities and serious injuries for all roadway users, with particular attention to the pedestrian-heavy downtown corridor.
· Identify low-cost, high-impact safety countermeasures (e.g., restriping, curb extensions, signage, lighting, traffic calming) that can be implemented quickly and cost-effectively.
· Evaluate options to improve freight safety, including potentially rerouting trucks to the Inland Ports currently under development.
· Engage residents, schools, business owners, and regional stakeholders to ensure the Action Plan reflects local needs and a shared community vision.
· Establish an implementation-ready framework, including cost estimates and a decision matrix, to position the City for future capital and SS4A Implementation Grant funding.
· Ensure full compliance with applicable federal requirements, including 2 CFR Part 200.
2. Scope of Services The selected consultant will provide day-to-day project management and technical services under City oversight. Anticipated services include, but are not limited to:

2.2 Data Collection and Safety Analysis
· Baseline safety analysis, crash data evaluation, and documentation of existing roadway and sidewalk conditions (see Attachment B).
· Identification and prioritization of high-risk locations and safety risk networks.
· Use of evidence-based and, where appropriate, innovative data tools (e.g., mobile LiDAR, speed sensors, digital mapping) to assess curb conditions, vehicle behavior, and high-injury networks.
2.3 Community and Stakeholder Engagement
· Engagement of residents, schools, business owners, and regional stakeholders through workshops, surveys, and public meetings.
· Coordination with UDOT Region 4, FHWA, and Union Pacific Railroad, as appropriate.

· Safety risk mapping and analysis.
· Identification of proven, evidence-based countermeasures consistent with FHWA guidance and Safe System principles.

2.5 Federal Compliance and Reporting
