The scope includes baseline safety analysis, crash data evaluation, identification and prioritization of high-risk locations, public and stakeholder engagement, development of a Comprehensive Safety Action Plan with safety risk mapping and evidence-based countermeasures, equity considerations, cost estimates, and advancement of priority corridors such as Main Street into preliminary design. The proposed project timeline spans approximately twelve months from grant execution through final close-out, with key phases including consultant procurement and contracting (months 1-2), baseline safety analysis and initial public engagement (months 3-5), risk network analysis and countermeasure identification (months 6-8), draft Comprehensive Safety Action Plan development (months 9-10), and FHWA review, revisions, and final approval (months 11-12). The project will be delivered under a consultant-led model consistent with FHWA Utah Division expectations for small rural communities, with the City retaining responsibility for policy direction, grant administration, fiscal oversight, and final approval of all deliverables. The City must establish grant accounting procedures and track a required 20 percent non-federal match funding. Consultant procurement must comply with 2 CFR Part 200 qualifications-based selection procedures. The City will provide ongoing oversight by reviewing all draft and final deliverables, approving consultant invoices prior to reimbursement requests, and submitting all required progress and financial reports to FHWA Utah Division. FHWA will provide program oversight and review at key project milestones throughout the implementation period.
