About this file

This is a Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant project one-page summary prepared by the City of Green River, Utah, outlining the delivery model and framework for consultant-led technical services. The City seeks qualified consultant services to manage day-to-day technical work and project coordination while the City retains policy direction, grant administration, fiscal oversight, and final approval of all deliverables. The procurement will follow a qualifications-based selection process, with a Statement of Qualifications (SOQ) submission deadline of July 24, 2026 at 4:00 PM MST through the Bonfire platform. Questions regarding the solicitation must be submitted no later than July 10, 2026 at 4:00 PM MST. The project is organized into six key phases: grant execution, FHWA kickoff, consultant procurement, technical work, oversight, and closeout, with a proposed 12-month implementation timeline beginning from Month 0 with grant agreement execution through Month 12 with final closeout and Action Plan approval.

The consultant-led technical work will encompass baseline safety analysis, crash data review, risk identification and prioritization, public and stakeholder engagement through workshops and public meetings, and development of a Comprehensive Safety Action Plan that includes risk mapping, proven countermeasures, equity considerations, cost estimates, phasing, and implementation strategies. The project focuses on Green River's Main Street corridor and other high-risk locations, advancing them from conceptual designs into safety-driven preliminary designs appropriate for the Planning and Demonstration grant phase. The FHWA Utah Division will provide kickoff, compliance guidance, and review at key milestones. The City maintains ultimate authority over all project decisions, with the consultant providing technical expertise under City oversight and FHWA compliance requirements.
