About this opportunity

The Florida Department of Revenue is issuing an Invitation to Negotiate (ITN 24-25-41) to procure comprehensive State Disbursement Unit (SDU) services for child support payment processing in Leon County. The Department seeks a single vendor capable of providing receipt processing, exception processing, bank deposits, disbursement processing, banking services, reconciliation, and customer service operations for both Title IV-D cases and non-IV-D cases with income withholding requirements. Key deliverables and objectives include transmitting receipt files by 3:00 PM daily, processing disbursements same-day when files are received by 8:00 AM, resolving 50 percent of unidentified collections within three business days and 100 percent within 30 calendar days, and answering 95 percent of customer service calls. The Department will evaluate proposals based on prior relevant experience, quality of personnel and resources, proposed service delivery methods, and contractual terms and pricing. The ITN timeline includes a sealed reply submission deadline of June 15, 2026, at 3:00 PM ET with public opening the same date and time; a cost data public opening on July 28, 2026, at 3:00 PM; negotiations beginning July 29, 2026; contract award notification expected by September 28, 2026; and contract formation anticipated between October 2-10, 2026. The contract structure includes a Transition Phase with reimbursement upon successful cutover and completion of milestones, followed by a 60-month Operations Phase with fixed-price transaction rates per disbursement invoiced monthly, plus optional renewal periods of up to five years.

The ITN does not specify any set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. The incumbent contractor, Systems & Methods, Inc., currently holds the contract, which expires October 10, 2026. Vendors must post a performance bond equal to the annual contract amount and a $100,000 fidelity bond within ten days of contract execution, and failure to meet performance measures will result in liquidated damages of $13,583 per day if cutover is delayed beyond four weeks. The current annual budget is $9,620,712; however, the new contract budget will be determined following Florida's General Appropriations Act for State Fiscal Year 2026-2027. The contract award is contingent upon Florida Legislature appropriation and federal matching funds availability, which may affect the final contract value and scope of services.
