ITN 25-26-41 Revised Round 1 Q&As - Florida Department of Revenue

This is a Questions and Answers document issued by the Florida Department of Revenue (FDOR) for Invitation to Negotiate (ITN) 25-26-41 concerning State Disbursement Unit (SDU) services for child support payment processing. The ITN seeks a single vendor to provide comprehensive SDU services including receipt processing, exception processing, bank deposits, disbursement processing, banking services, reconciliation, and customer service operations. The document addresses 62 substantive questions from potential bidders regarding operational specifications, performance metrics, system requirements, and proposal submission guidelines. The sealed reply submission deadline is June 15, 2026, at 3:00 PM ET with public opening the same date and time. Cost data will open publicly on July 28, 2026, at 3:00 PM, with negotiations commencing July 29, 2026. Contract award notification is expected by September 28, 2026, with contract formation anticipated between October 2-10, 2026. The contract structure includes a Transition Phase with reimbursement upon successful cutover and completion of milestones, followed by a 60-month Operations Phase with fixed-price transaction rates per disbursement invoiced monthly, plus optional renewal periods of up to five years.

The FDOR Q&A document reveals significant operational metrics that bidders must understand to develop competitive proposals. Current annual processing volumes include 34,932 average daily receipts with peak volumes of 88,030 receipts, and average daily deposit amounts of $7,447,514 with maximum daily deposits of $17,287,012 during peak periods. Payment method mix is dominated by employer withholding (77%), with electronic payment accounting for 91% of receipts and 94% of disbursements. The current debit card program has 308,919 active cards with an average balance of $448 per card. Incumbent contractor Systems & Methods, Inc. holds the expiring contract, with the current annual budget of $9,620,712, though the new contract budget will be determined following Florida's General Appropriations Act for State Fiscal Year 2026-2027. Vendors must post a performance bond equal to the annual contract amount and a $100,000 fidelity bond within ten days of contract execution, with liquidated damages of $13,583 per day if cutover is delayed beyond four weeks. The contract award is contingent upon Florida Legislature appropriation and federal matching funds availability.
