About this opportunity

The Clark County School District in Nevada seeks to procure Chemistry and Honors Chemistry textbooks and instructional materials through Request for Proposal 27003LMK, with proposals due by May 28, 2026, at 1:00 PM Pacific Standard Time. The procurement solicits comprehensive one-year chemistry course materials designed to integrate science and engineering practices with Next Generation Science Standards, covering Structure and Properties of Matter, Chemical Reactions, and Engineering Design. Respondents must submit ten copies each of student and teacher editions along with digital versions to the Science Department at 3950 South Pecos-McLeod, Las Vegas, Nevada 89121 and must provide publisher information, contact details, and evidence of references from other districts or states that have adopted the current program version. The selected materials must incorporate mandatory demonstrations and laboratory experiences employing proper safety techniques, diversity awareness and cultural contributions, and appropriate technology integration; fulfill high school science graduation requirements; qualify as a laboratory science for college entrance; and support College and Career Ready Flex Credit requirements for the Standard Diploma. Evaluation criteria include price, conformity to specifications, financial ability, previous performance, facilities and equipment, experience, delivery promise, and other objective factors, with awards made to the lowest responsive and responsible respondent; if the total award exceeds $100,000, approval must be obtained from the Board of School Trustees. Questions regarding the RFP must be submitted by May 8, 2026, to 0071-Bid-Questions-Inbox@nv.ccsd.net, with answers available by May 15, 2026, and the District anticipates making a recommendation for adoption in early summer 2026.

The District does not restrict responses based on organizational type but does permit minority-owned (MBE), women-owned (WBE), veteran-owned (VBE), and physically challenged-owned (PBE) enterprise designations through the supplier application process. All respondents must comply with federal 2 CFR 200 certification requirements, FERPA and PPRA student data protection regulations, Nevada Revised Statutes regarding student data protection and boycott restrictions, and Davis-Bacon Act wage requirements where applicable; must complete mandatory disclosure forms addressing conflicts of interest, federal debarment status, and certifications; must submit W-9 tax identification documentation; and must establish compliance with the District's standard procurement terms and conditions. The resulting contract will be executed as a seven-year Textbook Price Agreement (TPA) commencing July 1, 2026, through June 30, 2033, with publishers permitted to request a one-time price increase after the fourth year and required to maintain pricing that represents the lowest price charged anywhere in the continental United States. All digital or online components must support single sign-on through Clever integration, Canvas learning management system compatibility, roster integration with Infinite Campus student information system, and accessibility across multiple devices and modern internet browsers. Selected programs must demonstrate "Meet Expectations" performance on EdReports across all three gateways, NGSS Design Badge awards based on EQuIP Peer Review Panel evaluations, or sufficient NGSS alignment evidence on adopted state instructional materials or third-party independent websites; pricing for all textbooks must include F.O.B. Destination shipping with delivery within 30 calendar days of purchase order receipt, with a standardized gratis teacher material ratio of 1:25 and any recurring consumable supplemental materials provided gratis for the life of the adoption.
