About this opportunity
The Texas Military Department is requesting bids for HVAC unit replacement at Challenge Academy in Eagle Lake, Texas under IFB TMD26-CHE-0044401, with bids due June 30, 2026 at 2:00 p.m. Central Time, and two mandatory site visits scheduled for June 23 and June 24, 2026 at 10:00 a.m. (attendance at a minimum of one visit is required for bid eligibility).
The scope calls for removal of one Trane YCH330 (410A refrigerant) roof-top unit and installation of one replacement HVAC ground unit meeting or exceeding the specifications of a Trane YCH330. The contractor must provide all labor, materials, equipment, supervision, and tools necessary for project completion. A site-specific safety plan and full-time on-site supervision are mandatory. The contractor must respond to warranty calls within 48 hours and complete warranty repairs within five days of notification. The contract includes a minimum one-year parts and labor warranty or manufacturer's warranty, whichever is longer.
Respondents must demonstrate the ability to obtain comprehensive insurance coverage: workers' compensation, commercial general liability ($1,000,000 each occurrence), automobile liability ($500,000 combined single limit), and professional liability ($1,000,000 per occurrence), all from A.M. Best rated carriers.
The initial contract term is one year from the effective date in the notice of award, with no renewal options. The contract is firm fixed price on a no minimum, as-needed basis. Pricing must be submitted on the mandatory pricing schedule (Exhibit G.2) in the exact format specified, with unit prices governing in the event of calculation errors. Payment is contingent upon the TMD's receipt, testing, and acceptance of the completed work. Evaluation will be based on best value standards under Texas Government Code Section 2156.007, with consideration of past vendor performance metrics and history. Respondents must acknowledge receipt of all amendments and submit proof of business certification to conduct business in Texas.
