About this opportunity
The Maryland Department of Transportation, State Highway Administration (MDOT SHA) is soliciting bids under IFB CEPEST30SB for three years of quarterly pest control at three SHA facilities in Cecil County. Questions are due November 18, 2026 at 10:00 a.m., and bids are due November 19, 2026 at 10:00 a.m. This is a small business reserve procurement limited to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA).
Services cover rodent and insect control, including rats, mice, roaches, ants, spiders, bees, and fleas, at the Elkton Maintenance Shop, Sylmar Satellite Maintenance Shop, and Wards Hill Satellite Maintenance Shop. The contractor must treat at least six feet from the exterior walls of all buildings, supply eight weighted outdoor bait traps per location, and re-treat when pests return between visits. Work occurs Monday through Friday, 7:00 a.m. to 2:00 p.m. Bidders must have three years of pest control experience and hold a valid pesticide business license from the Maryland Department of Agriculture. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $3,000,000 annual aggregate, plus Workers' Compensation of at least $1,000,000 per occurrence.
Pricing is one lump sum per quarterly treatment covering all three facilities; per-facility bids are not accepted. The price form totals 36 treatments. Subcontracting is prohibited. Mileage, fuel surcharges, and other fees are not permitted, and no travel reimbursement applies. SHA pays by credit card without card fees charged to the agency, or by direct deposit about 15 days after invoice. The price form requires the bidder's EIN and Vendor eMMA number beginning with "SUP." Award goes to the responsive and responsible bidder with the lowest total bid price. Public bid opening occurs November 19, 2026 at 10:00 a.m. via Microsoft Teams. Facility tours are optional and scheduled through Procurement Officer Leslie Nichols. The procurement carries no federal funding, and the State does not reimburse bidder preparation costs.
