About this opportunity

Palm Beach County Procurement Department is requesting proposals for a Central County Economic Development Master Plan under RFP 26-048/CB, with proposals due August 13, 2026 at 4:00 p.m. local time. Amendment No. 1, issued June 29, 2026, extended the original July 16 deadline and revised submission requirements; all amendments must be acknowledged by an authorized agent and included with the proposal response or the submission will be deemed non-responsive.

A local certification preference applies to the prime consultant. Proposers must submit samples of similar economic development master plans approved within the last ten years at national or international levels. The selected consultant will develop a comprehensive master plan for the central county area encompassing seven municipalities and unincorporated county properties, with deliverables including land-use analysis, infrastructure assessment, streetscape design, branding strategy, amenities evaluation, and annexation strategies.

The contract budget has not been formally determined; $1 million has been allocated for the current fiscal year. Financial audits completed within the past two years are required from all proposers. A performance bond or letter of credit will be mandated upon contract award prior to commencement of work.

The procurement timeline includes a questions deadline of July 17, 2026; a Selection Committee meeting on September 3; and oral presentations on September 17 (if conducted). Best and Final Offers (BAFO) reviews and contract award dates remain to be determined. The RFP response addressed ten questions from prospective bidders, including BJH Advisors LLC, Pennoni Associates Inc., Waters and Company LLC, Redevelopment Management Associates LLC, MHCP COLAB, and Metropolitan Center at Florida International University, clarifying branding components, streetscape design scope, infrastructure analysis deliverables, and Level of Service criteria.
