About this file
This is Amendment No. 1 to RFP No. 26-048/CB issued by Palm Beach County Procurement Department on June 29, 2026, for a Central County Economic Development Master Plan. The amendment modifies key deadlines and requirements for the solicitation. The proposal submission deadline has been extended from July 16, 2026, to August 13, 2026, at 4:00 p.m. local time. The timetable establishes a deadline for questions on July 17, 2026, a Selection Committee meeting on September 3, 2026, oral presentations on September 17, 2026 (if conducted), with additional dates for Best and Final Offers (BAFO) reviews and contract award to be determined. The amendment revises Section 3.1.2 to require proposers to submit samples of similar economic development master plans approved within the last ten years at national or international levels. The selected consultant will be responsible for developing a comprehensive master plan covering the central county area, including analysis of land use, infrastructure, streetscape design, branding strategy, amenities assessment, and annexation strategies across seven municipalities and unincorporated county properties.
The contract budget has not been formally determined; however, $1 million has been allocated for the current fiscal year. Financial audits completed within the past two years are required from proposers, and a performance bond or letter of credit will be mandated upon contract award prior to commencement of work. Local certification preference applies only to the prime consultant. The amendment provides responses to ten questions from prospective bidders including BJH Advisors LLC, Pennoni Associates Inc., Waters and Company LLC, Redevelopment Management Associates LLC, MHCP COLAB, and Metropolitan Center at Florida International University, clarifying requirements related to branding components, streetscape design scope, infrastructure analysis deliverables, and Level of Service criteria. All amendments must be acknowledged by an authorized agent and submitted with the proposal response; failure to do so will render the proposal non-responsive.

A.1. The performance bond is not required for proposal submission however; it is a requirement upon award of the Contract, in the amount listed in this section. The successful proposer shall furnish the bond or letter of credit prior to commencement of work.
Q.2. Page 30, Section 4.2.7, Task 7 - Corridor Design A. The CONSULTANT shall establish a base level streetscape design and cross sections with landscaping, lighting, streetscape, pedestrian and current and future transit amenities, and unified signage/wayfinding elements.
Since the study area has so many roadways and streets, does PBC have specific roadways/streets in mind, and/or is PBC looking for base level streetscape designs and cross sections for a representation of roadway/street types?
A.2. CONSULTANT is responsible to provide base level streetscape design concepts and cross sections of roadway/street types after review of existing conditions, previous studies/plans in Section 4.2.2 Task 2 - Evaluate Previous Studies/Plans, land use patterns, roadway and infrastructure elements as described in Sections 4.2.6 Task 6 – Analyze Land Use Plans, and Section 4.2.8 Task 8– Infrastructure Analysis.
Q.3 Page 30, Section 4.2.7, Task 7 B. The CONSULTANT shall incorporate Branding components into the streetscape design to delineate the placemaking opportunities and include both sides of the roadways for a comprehensive design.
Can you please clarify what is meant by "branding components"?
A.3. The key branding components listed in Section 4.2.9 – Branding (unique identity for region) shall be incorporated in the streetscape design and work together to create a distinct, authentic, and memorable identity that will provide cohesiveness for the central county area as a whole while respecting the unique characteristics of the adjacent communities.
Q.4 Page 30, Section 4.2.7, E. The deliverables for this task shall include:
Graphic depictions and plans of various streets to show existing conditions, and how various rights-of-ways can be retrofitted using adopted design principles to improve safety and multimodal mobility.
As noted in Questions # 2, does PBC have specific streets in mind and, if not, how many streets would require graphic depictions and plans?
A.4. No, the number of streets would depend on the CONSULTANT’s analysis and synthesis of recommendations for potential redevelopment opportunities at different scales along various corridors.
Q.5. Page 30, Section 4.2.8 Task 8 A. Infrastructure Analysis. The CONSULTANT shall perform a water and sewer capacity analysis for the corridors and potential new or redevelopment areas/sites.
Have specific corridors been identified for the study? What are the deliverables for this task as none are shown?
A.5. No. The deliverables for this task will be part of the recommendations for the deliverable for Section 4.2.6 Task 6 – Analyze Land Use Plans.
Q.6. Page 30, Section 4.2.8, Task 8 B.
The CONSULTANT shall recommend a comprehensive plan to reduce the number of septic systems only if the elimination is in furtherance of the CCEDMP and provides redevelopment opportunities.
What is the extent of septic system usage in the study area? Is this seen as a major problem?
A.6. CONSULTANT shall have experience in infrastructure planning, drainage and flood mitigation, and infill and redevelopment to perform this task.
Q.7. Page 31, Section 4.2.9 Task 9 A – Branding (unique identity for region) The CONSULTANT shall be responsible for the development of a branding strategy for the study area which will include quality offerings within each of the seven municipalities and unincorporated County properties while promoting the Central County area as a whole.
Please clarify PBC's expectation for the branding strategy? Our concern is that a full branding study can be quite extensive and is typically a stand-alone study.
A.7. See Section 4.2.9 Task 9 D for the deliverables for this task.
Q.8. Page 32, Section 4.2.11 Task 11 – Amenities The CONSULTANT shall incorporate at minimum the following criteria, and other industry standards, in the minimum requirements per capita Level of Services (LOS) for attracting businesses and companies to relocate in the study area:
1. Education/Workforce
2. Housing – Attainable Housing
3. Jobs/Income
4. Proximity Entertainment
5. Proximity to airport/transit
Does PBC have minimum LOS requirements? The above topics are important but aren't typically analyzed in terms of LOS. There are no specific deliverables noted under this task.
A.8. No, CONSULTANT shall develop minimum criteria using industry standards and data-based strategies to attract the desirable industries to the area using the criteria above.
Q.9. Page 33, Section 4.2.13 Task 13 – Annexation Strategies Does PBC have an existing annexation policy?
A.9. Please see Palm Beach County Comprehensive Plan Intergovernmental Coordination Element (https://discover.pbc.gov/pzb/planning/PDF/ComprehensivePlan/Intergovernmental Coordination.pdf) and Chapter 171, Florida Statutes.
Q.10. Is there a project budget?
