About this opportunity
The Illinois Gaming Board (IGB) is issuing a Request for Proposal (RFP) for a Central Communications System (CCS) to provide a centralized communication system to connect video gaming terminals (VGTs), site controllers, and other related technological components utilized in the video gaming industry across the state of Illinois. The CCS must be capable of supporting a minimum of 120,000 VGTs across 8,400 licensed establishments. The key objectives include monitoring and reporting gaming activity, calculating and distributing revenue, and providing access to reports in various formats. The CCS must comply with all applicable laws, rules, and technical standards, and provide robust security, data management, and integration capabilities. Offerors will be evaluated on their technical solution (900 points), commitment to diversity (180 points), and pricing (200 points), for a total of 1,280 available points. The RFP has a proposal submission deadline of August 5, 2024.
The RFP includes a small business set-aside and requires offerors to demonstrate their commitment to diversity, equity, and inclusion through various evaluation criteria. While the incumbent vendor is not specified, the contract will require integration with the state's existing video gaming ecosystem. The contract term is for an initial 5-year period with two optional 5-year renewal terms, for a maximum total term of 10 years. The RFP does not provide an estimated contract value or budget range, but indicates the contract may be partially or fully funded with federal funds.
