About this file

This document is a Pre-Submission Conference presentation for an Illinois Gaming Board (IGB) Request for Proposal (RFP) for a central communications system (CCS) to monitor the state's video gaming terminals (VGTs). The IGB is seeking a contractor to provide a CCS capable of communicating with and monitoring a minimum of 120,000 VGTs across 8,400 locations statewide. The contract term is for an initial 5-year period with two optional renewal terms, for a maximum total term of 10 years. Key requirements include supporting the data and hardware transition, monitoring and reporting gaming activity, calculating and distributing revenue, and providing data access in various formats with 5-minute update windows.

The RFP outlines a detailed procurement schedule, with a proposal submission deadline of August 5, 2024. It also stipulates mandatory requirements for Offeror registration, required documents, and pricing submission. The evaluation criteria include 900 points for the proposed technical solution, 180 points for commitment to diversity, and 200 points for pricing, for a total of 1,280 available points. The RFP references applicable state laws and regulations, and notes that any verbal answers provided during the pre-submission conference are not considered official until documented in a published Q&A addendum.
