About this opportunity
The Town of Glastonbury Parks Department is requesting bids for Center Green Fountain Updates (GL-2027-10), with bids due September 10, 2026 at 11:00 a.m. via online e-procurement portal and public opening via Zoom. A non-mandatory pre-bid meeting was held August 17, 2026. Five addenda have been issued, most recently Addendum No. 5 dated August 13, extending the deadline from September 9 to September 10 and adding requirements for GFI receptacles at existing light poles under Alternate #3.
The scope includes replacement of an existing fountain, fountain filter, and pump system currently housed in an underground vault, with mechanical, electrical, and plumbing modifications. The control and electrical system will relocate to an above-ground Hammond Manufacturing NEMA 4 enclosure on a concrete slab to address accessibility, moisture intrusion, and maintenance concerns; the pump system remains underground to minimize noise. Work includes site demolition and salvage of brick pavers and bluestone coping, piping replacement to Schedule 80 PVC with gravity pitching for winterization, installation of Pentair pumps and filters, Hayward skimmers and main drain fittings, Blue-White flow meters, LED lighting with enclosed gasketed fixtures, and GFCI provisions. All work must be completed by end of October 2026 for winter shutdown. The Town is an Affirmative Action/Equal Opportunity Employer; Minority/Women's Business Enterprises are encouraged to bid.
Bidders must be engaged primarily in construction for a minimum five consecutive years with previous experience on similar projects. Each bid requires a bid bond at not less than 10% of base bid; the successful bidder must provide 100% performance and labor and material payment bonds. The project is subject to Connecticut General Statutes Section 31-53 prevailing wage requirements. Municipal projects are exempt from Federal Excise Taxes and Connecticut State Sales, Use, and Service Taxes, which must not be included in proposals. Bidders must submit shop drawings within 30 days of award, maintain general liability and automobile liability insurance at minimum $1,000,000 per occurrence, and provide three references for similar completed projects.
