About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is requesting proposals for design-build HVAC services at the Northwest Activities Center located at 18100 Meyers Road, Detroit, with proposals due October 27, 2026 at 3:00 p.m. EST through the EUNA Bonfire Supplier Portal. Detroit Equalization Credits of up to 10 points are available for certified Detroit-headquartered, based, resident-owned, small, or micro businesses, as well as certified workforce development entities.

The scope encompasses a two-phase project: Design and Preconstruction (site assessment, technical reporting, field investigation, and construction document preparation) and Construction (removal and replacement of 28 packaged rooftop units ranging from 4 to 40 tons, primarily Trane equipment, with new Carrier or York units; mechanical, electrical, and plumbing reconnections; fire alarm modifications as needed; abatement; roof repairs; duct cleaning; air balancing; and certified commissioning). The facility is 150,000 square feet and must remain operational during work. All new HVAC systems must integrate with the City's Niagara Tridium control system.

Respondents must demonstrate a minimum of ten years of HVAC installation and upgrade experience for municipalities or large commercial facilities, maintain commercial liability insurance, and obtain 100% payment and performance bonds. Technical proposals are evaluated on a 100-point scale: Work Plan/Schedule (35 points), Capacity (15 points), Experience (30 points), and Cost Proposal (20 points). The contract term is two years with renewal options subject to Detroit City Council approval and Chief Procurement Officer signature. A 10% retainage is withheld until substantial completion; 5% is released upon substantial completion and the remaining 5% upon receipt of closeout documents and warranty information. The contractor must provide a one-year warranty on materials and workmanship, transfer all extended manufacturer warranties to the City, deliver as-built drawings and operation and maintenance manuals, and participate in formal turnover meetings and 6-month and 11-month warranty walkthroughs.

Pre-proposal conferences and in-person bid walks are scheduled for September 9, 2026 and September 30, 2026, both at 9:00 a.m. EST at the facility. The question deadline is October 6, 2026 at 2:00 p.m. EST. All submissions, questions, and communications must occur through the EUNA Bonfire portal; faxed and emailed submissions are not accepted. Proposals must include a Staff Roster with Detroit residency status, Committed Work Capacity documentation for project manager and superintendent assignments, Respondent Questionnaire with at least five project references from the last ten years, required forms and affidavits (notarized and filed with the City of Detroit Board of Ethics), financial statements for the previous three years, proof of System of Awards Management registration, and a completed Price Proposal attachment.
