About this opportunity

Sarasota County is issuing an Invitation for Bids (IFB) for the CCSWDC Phase I and II Landfill Gas System Expansion project, seeking a contractor to provide comprehensive materials and services for constructing a landfill gas infrastructure upgrade. The project involves installing below-grade high-density polyethylene (HDPE) pipe for LFG headers, laterals, air supply lines, and dewatering discharge lines, along with extensive system enhancements including tie-ins to existing LFG systems, installation of pneumatic pumps in condensate sumps, and establishing vertical gas extraction wells. Contractor qualifications include demonstrated experience with at least 1,000 feet of HDPE pipe installation, condensate collection sumps, and vertical gas extraction wells. The bid requires submission of a bid bond or letter of bondability, with various insurance coverage requirements including workers' compensation, commercial general liability, automobile liability, and pollution liability. The project is scheduled to run for 180 calendar days, with substantial completion expected within that timeframe, and includes liquidated damages of $400 per day for delays in substantial completion and $100 per day for final acceptance delays. The bid due date is July 8, 2024, with the county planning to award the contract to the lowest responsive and responsible bidder.

The procurement does not specify specific set-aside designations for disadvantaged enterprises, though local and American business preferences are noted (though not applicable in this instance due to grant funding requirements). The project serves unincorporated areas of Sarasota County and the Cities of Sarasota, Venice, and Northport, with a 2020 service area population of 415,923. While the total contract value is not explicitly stated, the project involves complex infrastructure work across approximately 211 acres of disposal area, including installation of approximately 3,450 linear feet of condensate discharge lines, 3,450 linear feet of air supply lines, 1,550 linear feet of 18-inch HDPE header pipe, and various lateral pipes. The project includes 10 new landfill gas wellheads, 2 phase II LFGCCS connections, isolation valves, pneumatic pumps, access risers, and blind flanges. The work also encompasses geomembrane repairs, borrow soil excavation, grading, and landscaping. The permit for the project is valid until January 6, 2034, and includes provisions for ongoing monitoring and maintenance of the landfill gas collection system, suggesting a long-term infrastructure investment by Sarasota County.
