About this opportunity

The Ohio Department of Rehabilitation & Corrections is seeking a qualified contractor to provide emergency on-call SCADA (System Control and Data Acquisition) repair services for the Water and Wastewater treatment plants at the Chillicothe Correctional Institution. The procurement opportunity requires a highly specialized supplier capable of correcting SCADA system issues that prevent plants from operating in automatic mode or displaying process data. Specific contractor requirements include being a Rockwell Automation Platinum System Integrator, an active Control Systems Integration Association (CSIA) member, and maintaining an office within 60 miles of the facility. Key deliverables include troubleshooting and repairing network equipment connected to Factory Talk Software, inspecting network switches and wiring, programming variable frequency drives (VFDs), observing PID level control loops, and integrating Win911 alerting software and Factory Talk WebView for remote management. The contract solicitation requires contractors to demonstrate experience in water treatment services, provide necessary licenses and permits, confirm project requirement understanding, and submit network maps and IP address lists. The procurement is structured as a time and materials contract, with proposals due by January 14, 2026, for services at 16149 St. Rt. 104, Chillicothe, OH 45601.

While no specific set-aside designations or disadvantaged enterprise requirements were explicitly mentioned in the documentation, the procurement appears to be open to qualified system integration firms meeting the technical specifications. The project contact is J. David Lehew, Water Treatment Plant Operations Manager, who can be reached at 740-253-9401 or Johnathan.Lehew@drc.ohio.gov for additional information. The existing infrastructure involves Rockwell Automation systems, Factory Talk Software, Win911 alerting software, and current network equipment that requires expert maintenance and potential integration of new solutions. The contract will utilize the OhioBuys procurement portal, which serves as the central repository for state procurement opportunities. Though a specific budget range was not provided, the time and materials contract structure suggests pricing will be based on hourly rates, travel expenses, and parts markup, with payment terms set at Net 30. Contractors must be prepared to comply with State of Ohio Contract Terms and Conditions and Ohio Department of Rehabilitation & Corrections policies throughout the project duration.
