About this opportunity
The Colorado Community College System (CCCS) is requesting proposals for integrated strategic marketing and communications services under RFP 27-004, with proposals due September 21, 2026 at 11:00 AM and a virtual public opening at 12:00 PM the same day.
The scope encompasses strategic enrollment marketing, audience segmentation and behavior-based targeting, recruitment campaigns across the full conversion funnel, digital and traditional media planning and buying, social media advertising, creative development, analytics and reporting dashboards, and on-demand design support in digital and print media. All deliverables must comply with WCAG Level AA accessibility standards and be provided in both English and Spanish. The selected agency will support CCCS's 13 colleges and 35+ locations serving approximately 130,000 students annually. The vendor must assign a dedicated account lead and core team with demonstrated expertise in strategic enrollment marketing, paid media strategy and buying, creative services, recruitment funnel content strategy, analytics and optimization, market research and brand insights, executive visibility support, and systemwide collaboration.
The initial contract term runs December 1, 2026 through November 30, 2027, with options for up to four additional one-year renewals for a maximum five-year duration. The contract permits performance beginning on the specified effective date and allows the State discretionary extension for successive one-year periods not to exceed five years total, plus unilateral extension for up to two months to facilitate transition. Proposals must be submitted as a single PDF no exceeding 50 pages (excluding administrative documents) via BidNet Direct and include tabs for administrative documents, demonstrated experience and capabilities, technical and business proposal, cost proposal, references, confidential information, and exceptions to contract terms. A minimum of three current or former client references from the last five years is required. Written inquiries are due August 28, 2026 at 11:00 AM, with responses published by September 4, 2026. Demonstrations are estimated for the week of October 12, 2026. An Intent to Award is targeted for October 23, 2026. Evaluation will assess experience and qualifications, technical and business proposal quality, and cost, with award to the responsible offeror whose proposal is most advantageous to the state considering both price and evaluation factors.
