About this opportunity
The City of Charlotte, North Carolina, through the Charlotte Area Transit System (CATS) Facilities Division, is soliciting proposals for comprehensive glass repair, installation, and maintenance services via RFP #269-2026-1845. Services encompass repairs, replacements, and ongoing maintenance of all types of glass at CATS facilities throughout Charlotte and surrounding areas, including bus shelters, storefronts, commercial doors, frameless glass doors, commercial glass walls, mirror walls, interior glass systems, curtain walls, skylights, windows, and specialty glass applications. The scope of work includes door repair and replacement, window repair and replacement, storefront repair and replacement, water intrusion repair, and emergency repair and board-up services, with response times of 24 hours for routine repairs during business hours and one hour for emergency safety or security calls. The selected contractor must provide supervision by a competent English-speaking individual at all times, complete all work in accordance with industry standards, and guarantee repairs and replacements for one year from acceptance or the manufacturer's warranty, whichever is greater. Proposals must include detailed pricing with separate hourly rates for technicians and helpers across three service periods (regular business hours 8:00 AM to 5:00 PM Monday-Friday, after-hours 5:00 PM to 8:00 AM Monday-Friday, and weekend/holiday service), material markup or discount percentages based on three cost tiers, and comprehensive documentation of service dates, locations, materials, labor, and warranty provisions. A non-mandatory pre-proposal conference is scheduled for February 2, 2026, at 10:00 AM EST via virtual meeting; written questions must be submitted by January 26, 2026 (prior to the conference) or by February 6, 2026 (following the conference), with proposals due February 18, 2026 at 3:00 PM EST through the City's Bonfire e-Procurement Portal. Evaluation will occur between February 18 and March 4, 2026, with service commencement to be determined following City Council approval.
The contract carries a three-year term with two optional one-year renewal periods, and the Charlotte Business Inclusion (CBI) Program applies with MWSBE utilization goals of 0% across all categories, indicating no mandatory set-asides for disadvantaged enterprises on this procurement. No incumbent vendor or current contractor information is specified in the solicitation documents. The City will pay undisputed, properly submitted invoices within 30 days of receipt, provided invoices are submitted within 60 days of service performance, with all commodity items provided FOB destination on normally stocked items, though the City will reimburse approved priority delivery expenses for special orders with supporting invoices. The contract is subject to federal funding requirements and incorporates Federal Transit Administration (FTA) contracting terms, including compliance with civil rights laws, debarment and suspension regulations, and various federal environmental and safety standards. Vendor insurance requirements include commercial general liability of at least $1,000,000 per occurrence, workers' compensation meeting North Carolina statutory requirements, and automobile liability coverage as applicable. No specific award value or total contract budget is stated in the solicitation materials; however, proposals must be all-inclusive and comprehensive, covering every aspect of services specified in the RFP.
