About this opportunity

The Rose Bowl Operating Company (RBOC) is seeking a qualified firm to provide comprehensive carpet cleaning services for the Rose Bowl Stadium, located in Pasadena, California, within Los Angeles County. The contract encompasses carpet cleaning for 13 specific areas totaling approximately 19,040 square feet, including locker rooms, media rooms, lounges, and conference spaces, targeting Major Events with attendance exceeding 20,000 patrons, of which the stadium hosts up to twenty-five annually. The initial contract term is three years, commencing July 1, 2023, with potential for two additional one-year renewal options at the RBOC General Manager's discretion. A mandatory pre-bid meeting was held on April 18, 2023, with the bid submission deadline set for April 27, 2023, at 12:30 pm. Evaluation criteria will include assessment of the contractor's quality of materials, capabilities, financial resources, performance history, and compliance with city requirements. Bidders must demonstrate relevant experience by documenting five previous projects of similar scope and size, and the contract will be awarded to the lowest responsive and responsible bidder.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Compensation for the contract will remain firm for the initial performance period, with potential annual price adjustments up to 3% based on the Consumer Price Index for subsequent renewal years. Invoicing will occur within 30 days of service completion, with itemized charges by assignment, areas, hours, and reimbursable expenses. Bidders are required to submit various documentation, including bid security (5% of total bid price), proof of business licenses, DIR registration, equal employment opportunity forms, and detailed workforce utilization information. While specific contract value ranges are not disclosed, bidders must provide a comprehensive bid that includes proof of financial stability, workforce capabilities, and compliance with local and state regulations. The contract necessitates submission of a Unique Entity Identifier (UEI) from SAM.gov, and contractors must be prepared to potentially list subcontractors and provide a detailed technical approach to meeting the stadium's carpet cleaning requirements.
