About this opportunity
The School Board of Hillsborough County, Florida is posting a single/sole source notice for Carnegie Learning's Que Chevere Learning Spanish curriculum program, with responses due by August 12, 2026. This is not a competitive solicitation; the District intends to award directly to Carnegie Learning unless competing vendors submit clear and convincing documentation of equivalent or superior capability within the seven-business-day posting window.
The scope is a comprehensive four-level Spanish language program for grades 6–12, centered on cultural immersion, communication, and community engagement. Key differentiators cited are direct classroom coaching with side-by-side guidance from Carnegie Learning coaches, flexible instructional pathways adaptable to both proficiency-based and structure-based teaching frameworks, continuously updated culturally authentic content, and integrated professional learning resources for teachers.
Interested vendors claiming to offer "like" (equal, equivalent, or identical) commodities or services must respond via www.myvendorlink.com using Exhibit B with documentation demonstrating capability to meet or exceed the stated requirements. All responses received within seven calendar days of the August 3 posting will be reviewed by the District. The General Manager of Procurement Services and the Procurement Officer will determine sole sourcing solely within their discretion based on whether bona fide competition exists. If no viable competing product is demonstrated, Hillsborough County Public Schools will recommend to the School Board approval to waive competitive solicitation and proceed with the single/sole source purchase. The contract structure allows for multiple-year agreements valid for one year following School Board approval, with reposting and revalidation required before any renewal.
