About this opportunity
The State of Delaware, Department of Health and Social Services, Division of Public Health is soliciting professional services for a Cancer Program Patient Navigator contract (HSS-26-071). This Request for Proposals seeks qualified vendors to provide patient navigation services for clients aged 35 to 64 enrolled in the Screening for Life program and non-SFL clients throughout their cancer screening and diagnostic journey. Patient Navigators must be Licensed Practical Nurses, Registered Nurses, Certified Health Workers, or licensed medical social workers and are responsible for eliminating barriers to cancer screening access including transportation, language, and social determinants of health; ensuring clients receive integrated WISEWOMAN office visits; maintaining accurate documentation of all navigation activities in specified data systems; and making appropriate referrals to Delaware Cancer Treatment Program, survivorship programs, or other resources upon diagnosis. Key deliverables include effective and compassionate client navigation through screening and diagnostic pathways, enhanced coordination among hospital systems and the Division of Public Health, and comprehensive data collection supporting cancer prevention, early detection, and chronic disease reduction objectives. The RFP was publicly noticed on March 30, 2026, with a deadline for questions on April 13, 2026, written responses to questions posted by April 27, 2026, and proposals due by May 18, 2026 at 1:00 PM EDT. The estimated contract award date is June 9, 2026, with an anticipated project start of October 1, 2026. Evaluation criteria include vendor qualifications and administrative oversight (30 points), proposed methodology (25 points), responses to scope of services (25 points), and evaluation of proposed costs relative to service delivery (20 points). The contract term is one year with five optional one-year extensions, and all proposal costs must remain fixed and binding through October 15, 2026.
The solicitation does not identify any set-aside designations or restrictions limiting response eligibility; however, vendors must provide proof of Delaware business licensure and maintain minimum insurance coverage including $1,000,000 commercial general liability and appropriate professional liability coverage at $1,000,000 per occurrence/$3,000,000 per aggregate. The contract prohibits subcontracting, though awarded vendors must submit monthly usage reports and quarterly subcontractor diversity spending reports detailing participation by minority, women, veteran, and service-disabled veteran-owned businesses. Vendors must comply with all applicable federal and state regulations, including HIPAA, IRS Publication 1075 requirements for tax data, and digital accessibility standards, and must execute a Business Associate Agreement for HIPAA compliance and Delaware Technology and Innovation Terms and Conditions governing data security and encryption. The RFP does not specify a total contract value or individual pricing limits; vendors must submit detailed cost proposals using the Project Cost Template in Appendix F identifying fixed-price compensation amounts for each program component, with all costs calculated as the sum of component costs and contingent upon successful completion and approval of deliverables. Services may be awarded to multiple vendors, with submission conducted electronically through the Euna Procurement Portal at https://dhss.bonfirehub.com/.
