About this opportunity
The State of Illinois, through the Department of Central Management Services (CMS), is seeking vendors to establish a joint purchase master contract for Flood Emergency and Control Products. This five-year contract, with a maximum term of ten years, will enable governmental units and qualified not-for-profit agencies in Illinois to purchase polypropylene woven sand bags, poly reinforced sheeting, and related delivery and packaging on an as-needed basis. Vendors must establish a "guaranteed reserve" inventory of the products at contract execution. Pricing will be subject to annual economic adjustments based on the Producer Price Index. No pre-submission conference is required, and the contract is not set aside for small, minority-owned, or veteran-owned businesses, though the Business Enterprise Program for Minorities, Women, and Persons with Disabilities has set a 9% participation goal. The State may terminate the contract for cause or convenience, and payment is contingent on the availability of appropriated funds.
The related procurement solicitation, #21-416CMS-BOSS4-B-22433, has been cancelled. However, the State has provided a directory of 107 certified Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) that could potentially provide the requested flood control products and services. The State has not disclosed an incumbent vendor or a budget range for this cancelled procurement, but the vendor pool suggests there may have been small, minority, or woman-owned business enterprise (SMWBE) participation requirements or preferences for the original contract opportunity.
