About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Utah Army National Guard, is requesting statements of qualifications for development of an Avian Protection Plan and Risk Assessment at Camp Williams, a military installation approximately 15 miles south of Salt Lake City, with qualifications due September 2, 2026 under RFSQ RR27-103. This is a qualifications-based small purchase for professional services under Administrative Rule R33-105, with a small-purchase threshold of $100,000.00 and a single award to the highest-ranked submission.
The scope requires a comprehensive Avian Protection Plan addressing twelve elements including corporate policy, training, permit compliance, construction design standards, nest management, avian reporting systems, risk assessment methodology, mortality reduction measures, and avian enhancement options. The Avian Risk Assessment must include field assessment of structures at elevated risk, with documentation of pole coordinates, photographs, equipment configurations, and pole-specific mitigation recommendations. The project addresses conflicts between increased golden eagle nesting on base and active military training operations, with the ultimate goal of supporting an Incidental Take Permit application to the U.S. Fish and Wildlife Service. All fieldwork must comply with base access requirements, including valid U.S. government-issued picture ID, a POV pass, mandatory 30-minute UXO training, and restriction to existing dirt roads without written authorization for off-road travel.
The contract term is approximately 28 months with a project completion deadline of December 31, 2028. A pre-project meeting must occur within 30 days of contract award, with fieldwork beginning within 90 days or as weather permits. Selection criteria are evaluated on a five-point scale across five factors: professional experience conducting avian protection plans and risk assessments on military installations; professional experience in Utah; experience working with the U.S. Fish and Wildlife Service on Migratory Bird Treaty Act and Bald and Golden Eagle Protection Act permitting; understanding of scientific research methods relevant to avian surveys and power line mitigation; and current knowledge of innovative technology and research in avian risk assessment and conservation. Vendors must submit qualifications through the U3P online system without pricing information. The contractor must maintain commercial general liability insurance of $1 million per occurrence and $3 million aggregate.
