About this file
This is an Award Memo from the State of Utah Division of Purchasing and the Utah Army National Guard (NGUT) documenting the contract award for the Camp Williams Avian Protection Plan and Risk Assessment project. The procurement sought a single award contract for professional services to develop a comprehensive Avian Protection Plan and conduct a Risk Assessment at Camp Williams located in Utah. The contract term is approximately 28 months, with a project deadline of December 31, 2028. The solicitation was issued under Administrative Rule R33-105 for Small Purchases of Professional Service Providers and Consultants, with a small purchase threshold of $100,000.00. The award was made to the highest-ranked submission based on statements of qualifications, with pricing not included in the evaluation process.
The memo documents the final award decision and contract execution details for the selected contractor. This procurement was conducted as a qualifications-based selection process under the small purchase procedures, indicating the project fell within the established financial threshold. The award memo serves as official notification of contract award and establishes the binding agreement between the state, the Utah Army National Guard, and the awarded contractor for the completion of avian protection planning and risk assessment services at the military installation.
