About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, is requesting quotes for construction renovation of Building 215 at Camp Dawson Army Training Site in Kingwood, Pleasants County, with bids due September 10, 2026, at 1:30 p.m. EST. A mandatory pre-bid meeting was held September 1, 2026, at 10:00 a.m. EST at Building 301-Post Engineering; vendor technical questions were due September 3, 2026, at 11:00 a.m. EST, and Addendum 1 addressing ten vendor questions was issued September 4, 2026.

The scope encompasses interior renovation of approximately 13,130 square feet in the single-story facility, including demolition and installation of flooring (vinyl composite tile), wall finishes, ceilings, doors, frames, and hardware; plumbing fixture upgrades in four ADA-compliant restrooms; HVAC modernization with rooftop-mounted RTUs (Trane specified, Rheem approved as alternate); electrical system upgrades with LED occupancy-based lighting; and mechanical and storage area updates. Five classrooms will include operable partition walls. The base bid is for Building 215 Renovations (Line Item 1); an alternate bid item adds replacement of a door in Room 102 Vault (ADD Alternate #1). An April 2021 asbestos survey detected no asbestos-containing materials.

Bidders must hold a valid West Virginia Contractor's License prior to award and be registered with the West Virginia Purchasing Division. Bids require a 5% bid bond; upon award, vendors must provide performance and labor/material payment bonds equal to 100% of contract value plus a two-year maintenance bond for roofing work. Liquidated damages are $1,500 per day of delay plus a one-time $1,250 Staff Judge Advocate review fee. West Virginia's local labor market hiring requirement (75% of employees from local labor market) applies to projects exceeding $500,000. Davis-Bacon wage rates apply if federally funded. Progress payments are made monthly with 10% retainage. Apparent successful bidders valued over $250,000 must submit a subcontractor list within one business day of bid opening.
