About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the Division of Natural Resources, is soliciting bids through a Centralized Request for Quote (CRFQ 0310 DNR2500000016) for the construction of 7.5 miles (39,644 linear feet) of mountain bike trails designated as Phase II Technical Trails at Cacapon Resort State Park in Berkeley Springs, West Virginia. The procurement seeks a contractor to construct technical-grade single-track mountain bike trails that meet USFS Trail Class 3 equivalent standards and comply with sustainable trail building standards such as IMBA's Trail Solutions. The project deliverables include multiple trail segments with varying widths (2 to 2-3 feet), associated infrastructure such as trail hubs, boardwalks, log bridges, rock armor, rock walls, compost logs, and water crossings. Qualified contractors must demonstrate a minimum of three years of experience in similar mountain bike trail development work and must attend a mandatory pre-bid meeting scheduled for June 26, 2025, at 11:00 AM ET at the park location; failure to attend results in automatic bid disqualification. The bid submission deadline has been extended to July 17, 2025, at 1:30 PM Eastern Time, with all bids submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. Bidders must submit pricing on a lump-sum basis with unit price line items for various trail segments and construction elements, and must provide a 5% bid bond, along with performance and labor/material payment bonds each equal to 100% of the contract value. The contract requires substantial completion by day 485 and final completion by day 545 from the notice to proceed, with a one-year maintenance service obligation from the date of substantial completion.
This procurement is subject to West Virginia Code preferences for resident vendors and small business certifications, along with local labor market hiring requirements mandating that at least 75% of construction employees be hired from the local labor market. The project is federally funded in whole or in part through an Economic Development Administration (EDA) grant (SAC #01-79-15230), making it subject to Davis-Bacon prevailing wage requirements, with carpenter rates at $36.05 per hour plus $19.86 fringe benefits and equipment operator rates ranging from $36.08 to $39.95 per hour plus fringe benefits. Contractors must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and Automobile Liability Insurance of at least $500,000 per occurrence, and must comply with federal provisions including the Clean Air and Water Act, Executive Order 11246 Equal Employment Opportunity requirements, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act. Liquidated damages are assessed at $350 per day for completion delays beyond the contract end date, and monthly progress payments will be made with 10% retainage, with partial retainage release upon substantial completion certification. The solicitation documents do not disclose a specific estimated contract award value or budget range; however, the comprehensive scope of work involving nearly 40,000 linear feet of trail construction with multiple infrastructure elements suggests a substantial fixed-price contract. The project will be inspected and monitored by Nature Trails LLC and Civil & Environmental Consultants, Inc. to ensure compliance with construction standards and specifications.
