About this file
This Addendum #2 document, issued by the West Virginia Department of Administration Purchasing Division on behalf of the Division of Natural Resources, modifies a Centralized Request for Quote (CRFQ) for the construction of 7.5 miles (39,644 linear feet) of mountain bike trails at Cacapon Resort State Park. The project involves construction of technical trail features and water crossings, including boardwalks, log bridges, and rock armoring. The original solicitation number is CRFQ 0310 DNR2500000016, and this is Version 3 of the solicitation. The bid closing date has been extended to July 17, 2025, at 1:30 PM ET. This addendum publishes the pre-bid sign-in sheet, provides agency responses to ten vendor questions, and extends the solicitation closing date. Bids should be submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, WV 25305. The project will be invoiced to and shipped to the Division of Natural Resources locations at 112 California Avenue, Charleston, WV and Cacapon Resort State Park Building 4, 818 Cacapon Lodge Drive, Berkeley Springs, WV.
The solicitation utilizes a unit price and lump sum payment structure as outlined in specification Section 12000-1.3-J, with payment made at bid unit prices for base bid items. Key clarifications provided in the vendor questions address specifications for the cantilevered boardwalk (wooden construction as specified), boardwalk water crossing span lengths (4 feet on center for 2"x8" stringers and 8 feet on center for 2"x12" stringers), riprap dissipater placement requirements at corners, berms, and locations of concentrated water flow, log bridge specifications, and the correspondence between UNT (Unnamed Tributary) designations on trail plans and the Army Corps of Engineers Nationwide Permit verification (LRP-2024-00245). Vendors must acknowledge receipt of all addenda by submitting a completed Addendum Acknowledgment Form with their bid to avoid disqualification. The contract procurement contact is Joseph (Josh) E Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.

ATTACHMENT A
RFI: Vendor Questions for CRFQ DNR 25*16 Cacapon Bike Trails - Technical
Q.1. Regarding the cantilevered boardwalk, should participants bid that item as spec'd (wooden construction only) or will there be an addendum to modify that bid item with new specs that specify steel construction?
A. Yes, as wood construction. If substitutions are proposed after contract award, they must follow the procedures outlined in Section 012500 – Substitution Procedures of the specifications.
Q.2. Boardwalk Water Crossing - Please provide acceptable span length for this design (8/C904).
A. Span distance for 2”x8” stringer is 4’-0” on center and span distance for 2”x12” stringer is 8’-
0” on center.
Q.3. Are riprap dissipaters required at all grade reversals or just the corners/berms? (Detail notes on C905&906)?
A. No, only at corners and berms as specified on Details C905 and C906. However, they must also be installed at any location where concentrated water flow may cause scouring.
Q.4. Table for the log bridge stringers on C908 is not legible.
A. See Table-1 below:
Q.5. Can we add line for GC's added to bid form (bond, mobe, sign, etc).
A. No.
Q.6. Are the base bid items unit price or lump sum? 12000-1.3-J says Lump Sum, but bid form is
UP.
A. Specification Section 12000-1.3-J, Part B currently states that payment shall be made at the
Lump Sum (LS) price. This will be revised to reflect that payment shall be made at the bid unit price, consistent with the bid form. For clarification, any overages beyond the stipulated unit quantity will be evaluated and, if approved, paid at the end of the project as deemed appropriate.
Q.7. Are the "proposed area of heavy rock texture" shown on the plans included in the Rock
Armoring unit price qty?
A. Yes.
Q.8. Provide bridge width, C908.
A. 6’ width.
Q.9. What is meant my Ephemeral Boardwalk/Rock Crossing (C206, 211)? Are those items included in the unit price qty's?
A. The “UNT-##” labels on the trail plans match the stream and wetland impact map that accompanies the U.S. Army Corps of Engineers Nationwide Permit verification (LRP-2024-
00245). In that permit package each label stands for “Unnamed Tributary” followed by a numerical identifier (e.g., UNT-01, UNT-02) so every individual, unnamed drainage channel that the project crosses can be tracked separately for design, construction, and permitting purposes.
The designation following each UNT-## refers to the approved crossing type for the Unnamed
Tributary. These crossing types correspond directly to the unit price line items in the bid form.
Q.10. What are the UNT-## designations representing?
