About this opportunity

The California Department of Parks and Recreation (DPR), Interpretation and Education Division, is soliciting proposals for exhibit design and fabrication services to support the Marsh Trail Improvements project at Trione-Annadel State Park in Sonoma County. This Request for Proposals (RFP C25830003) seeks qualified firms to design, translate, and fabricate three outdoor interpretive exhibit panels in English and three corresponding panels in Spanish, each measuring approximately 38 inches wide by 32 inches tall, to be installed at three pre-selected outdoor locations within the park. The deliverables include site plans, interpretive panel drawings, final artwork files, maintenance and operations manuals, staff training on cleaning and maintenance procedures, and a one-year guarantee against defects, with all work to be completed within 146 calendar days from the Notice to Proceed. Panels must be constructed from environmentally responsible materials suitable for 15-year outdoor use and warranted against failure or fading for ten years, with no use of artificially generated graphics permitted. Technical proposals will be evaluated on a 40-point scale (57 percent of final score) across four categories: Past Performance and Experience (18 points), Understanding of Project Requirements (12 points), Organization and Management Plan (5 points), and Key Personnel (5 points); cost proposals will be scored on a 30-point scale (43 percent of final score) with a maximum not-to-exceed amount of $20,000.00. Proposers must submit written questions by March 25, 2026, with responses posted by April 1, 2026; proposals are due April 8, 2026, at 2:00 PM Pacific Time via email submission, and the Notice of Proposed Award will be released by May 22, 2026, with a proposed agreement start date of June 1, 2026.

The RFP is open to all qualified proposers, with a five percent small business preference available to Certified Small Businesses and Certified Microbuisinesses or to non-small businesses committing to subcontract at least 25 percent of the contract amount to certified small business subcontractors. While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived for this re-solicitation, the DVBE incentive remains applicable, providing one to five percent of the lowest responsive and responsible bid based on confirmed DVBE participation levels. No incumbent vendors or current contractors are listed for this re-advertisement of the original C25830003 solicitation. Proposers must demonstrate past performance on three successfully completed similar projects within the past eight years, maintain general liability insurance of not less than $1,000,000 per occurrence, motor vehicle liability insurance of $1,000,000 combined single limit, and workers' compensation insurance. All proposals must comply with California State Parks Accessibility Guidelines (2015 Edition) and California Code of Regulations Title 14, Division 3, Chapters 1-2, and successful contractors must obtain full authorization to commence work prior to beginning any services. The total contract value shall not exceed $20,000.00, with compensation based on actual hours worked at rates specified in the Cost Proposal worksheet on a cost-reimbursable basis, including all direct and indirect costs, overhead, and applicable taxes, with the agreement to commence upon DPR approval and extend for one year with one additional one-year extension option.
