The RFP was posted on March 18, 2026, and requires proposals to be submitted by a specified deadline outlined in the event package. Proposers must submit typewritten, manually signed proposals not exceeding 100 pages in length (exclusive of transmittal letter, resumes, references, and required forms). The proposal must include a Technical Proposal demonstrating understanding of the Scope of Work and a separate Cost Proposal not exceeding $20,000.00.
Proposers must submit comprehensive documentation including proof of valid California business licensure, identification of a Contract Manager and Key Personnel with resumes, proof of small business participation, evidence of required insurance coverage, three firm references, confirmation of no prior contract terminations or civil judgments within five years, and letters of commitment from all identified subcontractors with relevant licenses. Past performance documentation must include three successfully completed projects, two writing examples, and information on durability and maintenance of past projects. All required state and local forms and certifications must be completed, including Bidder Declaration, Disabled Veteran Business Enterprise declarations, Commercially Useful Function certification, Generative Artificial Intelligence Disclosure Form, and various certifications related to non-collusion, civil rights compliance, economic sanctions, and the Darfur Contracting Act. The DVBE Participation Requirement has been waived for this re-solicitation; however, the DVBE Incentive remains applicable.
