About this opportunity
The Massachusetts Department of Conservation and Recreation (DCR) is seeking proposals from qualified private or public entities or organizations to provide a wide range of Museum and Interpretive Services through a Master Service Agreement (MSA). The services requested include Interpretive Planning, Interpretive Media Design, Interpretive Research, Writing and Copy Editing, Production of Original Artwork, Subject Matter Expertise, Maintenance, Repair, Fabrication, and Installation. The contract will have an initial 3-year term with two 2-year renewal options, for a total potential duration of 7 years. Bidders may submit proposals for individual service categories or as a full-service provider. Evaluation criteria include vendor qualifications, experience, proposed rates, references, prompt payment discounts, and environmentally preferable products and practices. The initial bid response deadline is February 26, 2024.
The contract opportunity is designated as a Small Business Purchasing Program (SBPP) procurement, with a minimum 1% Supplier Diversity Program (SDP) commitment required from all bidders. Additional evaluation points will be awarded for higher SDP commitments. The Commonwealth intends to post the full solicitation on COMMBUYS, the state's procurement website, and will require bid submission through that platform. While incumbent vendors are not specified, the contract is intended to replace existing interpretive services contracts and will be used for a variety of applications, including new, refresh, and enhancement of exhibits, graphics, interactives, and interpretive videos across DCR's 450,000 acres of parks, forests, watersheds, and facilities. The total contract value is not provided, but the DCR regularly plans, develops, and executes interpretive projects.
