About this opportunity
The California Department of Parks and Recreation's Interpretation and Education Division is seeking Exhibit Design and Fabrication Services for the Pescadero Marsh Natural Preserve and Pescadero State Beach. The project involves creating six to eight outdoor interpretive exhibit panels, with a comprehensive scope that includes developing schematic studies, final artwork, panel fabrication, and producing bilingual (English and Spanish) trail guides in both print and digital ADA-remediated formats. Proposers must submit a technical proposal demonstrating understanding of the project requirements, past performance evidence, and key personnel qualifications. The evaluation will be based on a 70-point system, with 40 points allocated to the technical proposal (covering past performance, project understanding, organizational management, and key personnel) and 30 points for the cost proposal. The RFP was posted on August 20, 2025, with proposals due by 2:00 PM Pacific Time on September 4, 2025. The contract period is one year, with an option for a one-year extension, and the total contract value will not exceed $50,000.
While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, the DVBE incentive still applies, offering 1-5% additional points based on confirmed DVBE participation. Small businesses can receive a 5% bidding preference if they subcontract at least 25% of the work to certified small or minority businesses. Proposers must submit extensive documentation, including a minimum requirements checklist with 16 items covering proposal submission, key personnel, past performance, technical understanding, and various state-mandated certifications. These certifications include forms related to bidder declarations, commercially useful function, generative AI disclosure, and compliance with regulations such as the Darfur Contracting Act, California Civil Rights Laws, and economic sanctions. The project requires creating durable, weather-resistant exhibit panels that are culturally sensitive and accessible, with a minimum panel thickness of 1/2 inch and a ten-year warranty against failure or fading. The California State Parks will provide resources and assistance in developing themes and storylines, with the selected contractor responsible for all artwork, photography, and content creation.
