About this file
This document is an Attachment B for Exhibit Design and Fabrication Services, detailing the criteria for awarding points in a proposal evaluation process. The technical proposal will be scored across four key areas: Past Performance and Experience (18 points), Understanding of Project Requirements (12 points), Organization and Management Plan (5 points), and Key Personnel (5 points), for a total technical proposal score of 40 points. The cost proposal can earn up to 30 points, with the lowest cost proposal receiving the full points, and other proposals calculated proportionally. The combined proposal score totals 70 points.
The document also outlines additional incentive and preference points for Disabled Veteran Business Enterprises (DVBE) and Small Businesses (SB). DVBE incentives range from 1-5% of the lowest responsive bid, depending on the level of confirmed DVBE participation. Small businesses can receive a 5% bidding preference if they subcontract at least 25% of the work to certified small or minority businesses. These preference points are added to the Combined Proposal Score, potentially improving a bidder's final evaluation ranking. The evaluation methodology emphasizes not just cost, but also the proposer's experience, project understanding, organizational capabilities, and key personnel qualifications.
