About this opportunity
The City of Long Beach is procuring a Business Customer Relationship Management system to consolidate business data, improve communications with local businesses, and enable tracking of business engagement with City programs; proposals were due April 24, 2024, and the City issued a Notice of Intent to Award to Bludot Technologies, Inc. on June 11, 2024. No set-asides or preference programs apply.
The scope is a pre-built, ready-to-implement CRM platform integrating data from four sources: Infor Public Sector (daily business license updates), EnvisonConnect (monthly contact and health inspection data), Buyspeed/LB Buys (monthly vendor registration status), and historical program participation (one-time import). The system must support approximately 40,000 business records and 20 initial users across four internal teams (BizCare Business Support Hotline, City Loan Program, Pacific Gateway Business Engagement, and Business License Team). Core capabilities include data segmentation by sector, business size, and geography; bulk email with open and click-rate tracking; internal and external surveys; project management collaboration; and machine-readable exports (CSV and GIS-compatible formats). The system must integrate with Microsoft Outlook Version 2402 and EntraID single sign-on, provide API access, and support routine data enrichment. Implementation must occur within six weeks of award. The City retains exclusive data ownership.
The anticipated budget is $25,000 annually, covering system licensing and ongoing services. The contract term is one year with options to renew for two additional two-year periods, not to exceed five years total. Evaluation criteria were organizational capacity and experience (30%), method of approach (40%), communications and reporting capabilities (20%), and reasonableness of cost (10%). Mandatory submissions included authorization and certification forms and a Vendor Information Security Assessment questionnaire; SOC2 Type 2 reports were highly encouraged. Questions were due March 27, 2024, and proposals were initially due April 17, 2024, extended to April 24, 2024, via Addendum 2. Bludot Technologies scored 88 of 100 points and was selected for award. The contract requires vendor demonstration of organizational capacity for user training and support, data integration capability, and six-week implementation delivery.
