About this file
This Request for Proposals (RFP ED-24-397) is issued by the City of Long Beach for a Business Customer Relationship Management (CRM) system. The City seeks a pre-built, ready-to-implement CRM platform designed to consolidate business data from multiple City systems, improve communications with local businesses, and enable tracking of business engagement with City programs and services. The system must integrate data from four primary sources—Infor Public Sector (business license data via daily updates), EnvisonConnect (business contact information and health inspections via monthly updates), Buyspeed/LB Buys (registered vendor status via monthly updates), and past program participation data (one-time import). The RFP requires the system to be implemented within six weeks of award with approximately 20 initial users from the Department of Economic Development and Financial Management. Questions must be submitted by March 27, 2024, with proposals due by April 17, 2024, at 11:00 AM through LongBeachBuys.com. The contract term is one year with options to renew for two additional two-year periods, not to exceed five years total.
The anticipated budget for this service is $25,000. Proposals must include detailed cost breakdowns covering system implementation, annual licensing fees, and ongoing service costs. The evaluation committee will assess proposals based on organizational capacity and experience (30%), method of approach (40%), communications and reporting capabilities (20%), and reasonableness of cost (10%). Mandatory attachments include authorization and certification forms and a Vendor Security Information Assessment (VISA) questionnaire, with vendors highly encouraged to submit SOC2 Type 2 reports. The CRM system must support data segmentation by sector, business size, and geographic location; enable bulk email communications with open and click-rate tracking; facilitate internal and external surveys; provide project management collaboration features; and generate exportable reports in machine-readable formats including CSV and GIS-compatible files. The City retains exclusive ownership of all data and requires the system to be compatible with EntraID for single sign-on purposes and provide API access to data.

1 The Opportunity
1.1 Project Summary
The City of Long Beach (City) seeks to procure a Customer Relationship Management (CRM) system for local businesses. This new system will create a database for local business allowing the City to improve data on and communications with businesses, segment businesses based on their characteristics, send targeted communications, collect data through surveys, manage business requests for assistance and other projects collaboratively, and generate reports. This system will also source and pre-populate local business data from City and outside data sources.
1.2 Background
The City’s Department of Economic Development (ED) works to create economic opportunities for workers, investors, and entrepreneurs. ED has four operating bureaus that deliver programs and services to help advance the Department’s mission. These bureaus include the Business Development Bureau, Real Estate Development and Property
Services Bureau, Pier H Bureau, and Pacific Gateway Workforce Innovation Network
(Workforce Development Bureau).
Currently the City’s data on local businesses is housed in multiple locations and formats depending on the programs and services businesses access. These include but are not limited to the following:
• Business license and permitting data stored in the City’s land management system database.
• BizCare Business Support Hotline interactions including phone calls, emails, in-person assistance, and outreach visits housed in excel and GIS databases.
• Workforce Bureau Business Engagement data stored in excel
The City seeks a CRM system that can bring all business and program data into one database, and create a central location for tracking business engagement with City programs and services. This system should allow City staff to view the full history of communications and program engagement for each business, and report on citywide program metrics.
Business CRM System | RFP - ED-24-397 | Template v04.20.23 | 5
1.3 Goals

• Track participation of businesses in City programs and resources
• Improve reporting on business programs and resources
1.4 Award Terms

The anticipated budget for this service is $25,000.
2 Scope of Work
2.1 Description of Services
The City is seeking a CRM system to manage communications and data for local businesses. This system should be already designed, built, and able to implement within 6 weeks from being awarded. The City is not seeking a consultant to build a new custom system using an open source CRM system. The system should include the following features/capabilities:
• Integrate and import data from existing City systems including:
System Integration Elements Direction Frequency
Infor Public Sector Business License data Unidirectional
(to CRM)
Daily
EnvisonConnect Business contact information and health inspections
Unidirectional
(to CRM)
Monthly
Buyspeed (LB Buys) Business status as registered vendor
Unidirectional
(to CRM)
Monthly
Past program data Business participation in past programs
Unidirectional
(to CRM)
One time
• Source business data to pre-populate in the CRM system
• Create a profile for each business including multiple contacts, custom data fields, and all communications and interactions with City programs and resources. Email communications should be automatically imported for all registered users.
Business CRM System | RFP - ED-24-397 | Template v04.20.23 | 6
• Ability to segment businesses and program data by various characteristics including but not limited to sector (business license category, NAICS code, etc.), business size
(business revenue, number of employees), and geographic location (zip code, council district, business improvement district, etc.)
• Ability to send bulk emails to businesses through the system and collect data on open, click, and response rates
• Ability to collect and update business data through surveys both internal (completed by staff) and external (sent to businesses)
• Project management features to facilitate collaboration across City departments and teams
• Ability for the City to generate reports on programs, services, and communications with businesses by program/service and segment. Ability to export these reports into machine-readable, non-proprietary, platform-independent, and open formats, such as csv files is required, and the ability to export to GIS is also desired.
• User support to troubleshoot any system issues or system needs
The CRM system is anticipated to launch with approximately 20 users from the Department of Economic Development and Financial Management and may expand to additional users following a successful launch. The selected vendor will be expected to provide at least two trainings for system users on the standard use cases and more advanced features.
2.2 Performance Metrics & Contract Management
2.2.1 Performance Metrics
The table below highlights the targets that will be tracked and reviewed collaboratively with the Awarded Contractor during the contract. This list is an indication of the performance metrics of interest to the City, and is not exhaustive or final. As a part of a response to this
RFP, Proposers may propose additional or alternative performance metrics to be tracked on a regular basis. The final set of performance metrics and frequency of collection will be negotiated by the successful Proposer and the City prior to the finalization of an agreement between parties, and may be adjusted over time as needed.
METRIC DESCRIPTION TARGET
1. Data integration City data sources are imported or integrated with the system for ongoing updates
Complete all imports and integrations within 6 weeks of award
Business CRM System | RFP - ED-24-397 | Template v04.20.23 | 7
2. User training Trainings to ensure users are successful implementing the new system
All system users are trained within two weeks of system launch
3. Implementation System is live and in active use with one or more user teams.
System is implemented within 6 weeks of award
4. Data Improvement External data sources are combined with City data to improve information available on local businesses
Successful integration of external data sets into business profiles before system implementation
2.2.2 Contract Management
The awarded organization will receive consistent support and communication from a City project manager throughout the process. Coordinators will also be designated for each team of users planning to implement the new system. The project manager will ensure coordinators receive all necessary information and act as the main point of contact for the vendor. Similarly, the awarded vendor should designate a single point of contact to act as the project manager on their side. These efforts are to ensure that any issues can be openly shared and solved early.
A project kickoff meeting will be held followed by weekly coordination meetings until implementation is complete. Following implementation, project check-ins will be held monthly or as needed to address any issues or questions from implementing teams.
Performance reports including usage across teams, data logged, reports generated, and other metrics should be provided, or data made available through the system monthly.
2.2.3 Contract Payment
The City of Long Beach issues payment based upon services rendered. After a contract is finalized and work is performed, the Contractor should invoice the City. The City will remit payment within 30 calendar days of being billed.
Business CRM System | RFP - ED-24-397 | Template v04.20.23 | 8
2.3 Data and Security
2.3.1 Data Ownership
All data contained within the selected system is owned exclusively by the City. Data contained in the system may not be shared, sold, or otherwise used for any reason without explicit written consent from City.
2.3.2 Interoperability
Data contained within the CRM must be accessible to City staff, preferably programmatically through a well-documented Application Programing Interface (API). Native connectors with common data warehousing (Snowflake, Azure, etc.) and Business Intelligence tools
(PowerBI, Tableau) are a plus. At a minimum, system must provide the ability to export data via .csv to meet the CIty’s reporting and integration needs.
2.3.3 Identity Management
CRM should be compatible with the City’s directory services solution (EntraID) for single sign on purposes.
2.3.4 Vendor Security Information Assessment
The successful vendor must complete a Vendor Security Information Assessment (VISA) form. It is highly encouraged to complete this form and submit it as part of your proposal.
The VISA form process will likely require vendors to submit a SOC2 Type 2 report.
