About this opportunity

The City of Pasadena Department of Transportation Transit Division is seeking qualified firms or individuals to conduct monthly inspections of 119 BusFinder devices installed at bus stops throughout the city. These solar-powered, e-ink devices display real-time bus arrival times for Pasadena Transit, LA Metro, and Foothill Transit at shared stops. The primary contract objectives include comprehensive monthly inspections of each BusFinder, documenting device conditions, and capturing photographic evidence of any identified issues. The contract term is structured for two years with two optional one-year extensions, totaling a potential four-year engagement. Proposals will be evaluated based on a competitive selection process with weighted scoring across four main criteria: Proposed Solution (30%), Cost Proposal (30%), Experience (30%), with additional preferences for Small/Micro Businesses (5%) and Local Pasadena Businesses (5%). Proposals are due by 2:00 pm on Tuesday, July 9, 2024, and must be submitted electronically through the City's eProcurement Portal. Proposers are required to submit technical and price proposals separately, with the total technical proposal limited to 10 pages.

The City of Pasadena has implemented specific set-aside preferences that provide additional points for Small/Micro Businesses (5%) and Local Pasadena Businesses (5%), indicating a preference for supporting local and smaller enterprise participation. Potential bidders must complete various required forms, including a Unique Entity Identifier (UEI) from SAM.gov, Conflict of Interest Disclosure, Disqualification Disclosure, and Taxpayer Protection Amendment Disclosure. The contract includes provisions for equal opportunity employment and requires detailed workforce utilization reporting. While specific budget ranges are not explicitly stated in the documents, the comprehensive inspection requirements for 119 BusFinders suggest a contract that will require significant logistical coordination and technical expertise. The existing infrastructure includes over 500 bus stops in Pasadena, with nearly 400 serviced by Pasadena Transit, and the current technology ecosystem involves solar-powered e-ink devices providing real-time transit information across multiple transit services.

Opportunity text

The City of Pasadena Department of Transportation Transit Division runs two programs: Pasadena Transit and Pasadena Dial-A-Ride. Since 1994, Pasadena Transit has been a community circulator serving the City of Pasadena. Today Pasadena Transit provides six local fixed routes, which connect Pasadena residents, visitors and workers to key points of interest throughout the city, and also to the regional transportation network including the Metro L (Gold) Line.

Pasadena has over 500 bus stops in the City, of which nearly 400 are serviced by Pasadena Transit. Currently, 119 Pasadena Transit bus stops are equipped with BusFinders, which are solar powered, e-ink devices that show arrival times for buses within the next 45 minutes at the push of a button. BusFinders show arrival times for Pasadena Transit, and LA Metro and Foothill Transit at shared stops.

The City is requesting proposals from qualified firms or individuals for the monthly inspection of all 119 BusFinders in the City, including documenting the condition of the BusFinder and taking photographs of any issues discovered. The term of the contract would be 2 years plus 2 one year option years.
