About this opportunity
The City of Pasadena Department of Transportation Transit Division is seeking informal bids for monthly inspections of 109 BusFinder devices located at bus stops throughout the city, with the contract running from July 1, 2023 to June 30, 2024. The project involves physically inspecting solar-powered, e-ink arrival time displays that provide bus schedule information for Pasadena Transit, LA Metro, and Foothill Transit. Qualified firms or individuals must conduct comprehensive inspections, documenting device conditions, checking for graffiti or damage, verifying arrival time functionality, and taking photographs of any issues discovered. Bidders must have a minimum of five years of similar service experience and submit electronic proposals through the City's eProcurement Portal by 3:00 pm on Monday, June 19, 2023, with a deadline for questions on Friday, June 9, 2023. The evaluation criteria will be competitive, with 50% of scoring focused on project experience, 45% on cost proposal, and 5% on local Pasadena business status. Potential contractors may be asked to inspect up to 135 BusFinders, expanding beyond the current 109 devices.
The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, though the city's documentation includes voluntary workforce diversity forms (AA-1, AA-2, AA-3) that encourage equal opportunity employment practices. Proposers must provide a Unique Entity Identifier (UEI) from SAM.gov, and the project is subject to the City's Living Wage Ordinance. While no incumbent vendor is mentioned, the contract is specifically for the City of Pasadena's existing BusFinder system, which has been operational since installation. The project requires integration with the current transit infrastructure, serving over 500 bus stops in the city, with nearly 400 serviced by Pasadena Transit. Although specific budget ranges are not detailed in the documentation, the informal selection process suggests the city is seeking cost-effective solutions for maintaining these technological transit information devices. Proposers are limited to 10-page proposals excluding forms and certifications, and must demonstrate comprehensive technical and operational capabilities for maintaining the BusFinder system.
Opportunity text
The City of Pasadena Department of Transportation Transit Division runs two programs: Pasadena Transit and Pasadena Dial-A-Ride. Since 1994, Pasadena Transit has been a community circulator serving the City of Pasadena. Today Pasadena Transit provides six local fixed routes, which connect Pasadena residents, visitors and workers to key points of interest throughout the city, and also to the regional transportation network including the Metro L (Gold) Line.
Pasadena has over 500 bus stops in the City, of which nearly 400 are serviced by Pasadena Transit. Currently, 109 Pasadena Transit bus stops are equipped with BusFinders, which are solar powered, e-ink devices that show arrival times for buses within the next 45 minutes at the push of a button. BusFinders show arrival times for Pasadena Transit, and LA Metro and Foothill Transit at shared stops.
The City is requesting informal bids from qualified firms or individuals for the monthly inspection of all 109 BusFinders in the City, including documenting the condition of the BusFinder and taking photographs of any issues discovered.
