About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Department of Transportation (DDOT), is soliciting qualified contractors through a Request for Quote (RFQ) to provide bus wrap repair services on a furnish-and-install basis at various DDOT locations under a three-year contract funded by the Federal Transit Administration (FTA). The scope of work encompasses manufacturing and installing bus wrap decals, aligning and pattern-matching new wrap installations to existing segments, providing all necessary materials and labor, and warranting completed work for a minimum of two years, with repairs required to be completed within a maximum two-day timeframe upon DDOT approval. The DDOT fleet consists of 292 heavy-duty transit buses, including 10 articulated 60-foot buses, 278 standard 40-foot buses, and 4 electric buses. Qualified respondents must demonstrate a minimum of three years of experience providing bus wrap repair services and submit at least five client references from the past three years attesting to the quality and durability of their work. Pricing for repairs shall be quoted on a per-job basis and submitted to DDOT for acceptance prior to work commencement, with the possibility of multiple bidders being selected to ensure timely completion of repairs. Questions regarding the RFQ are due February 11, 2026, by 4:00 PM EST, with answers distributed February 12, 2026; quote submissions are due February 18, 2026, by 4:00 PM EST and must be submitted electronically through the Bonfire procurement portal, with late or emailed submissions not accepted. All bidders must comply with comprehensive FTA requirements, including Buy America provisions for domestic content, civil rights compliance, debarment and suspension certifications, and federal cost principles.
No specific Disadvantaged Business Enterprise (DBE) subcontracting goal has been established for this procurement; however, all contractors must make good faith efforts to utilize certified DBE subcontractors where practicable. Contractors are required to maintain comprehensive insurance coverage, including workers' compensation at Michigan statutory limits, commercial general liability of $1,000,000 per occurrence with a $2,000,000 aggregate minimum, and automobile liability of $1,000,000 combined single limit, with the City named as additional insured. Respondents must comply with all FTA Conditions of Award, including submission of notarized consolidated affidavits, technical and financial disclosure forms, certificates of insurance, Treasury Clearance documentation, and SAM.gov registration proof, as well as compliance with Detroit City Code Chapter 17, Article V regarding hiring policies and criminal conviction screening restrictions. The RFQ documents do not identify any incumbent vendors or current contractors, nor do they specify an award value or budget range for the three-year contract period. All bids must be submitted electronically through the Bonfire system, and respondents must register in the City's Supplier Portal and establish ACH payment capability to receive compensation upon contract award.
