About this opportunity

The City of Phoenix is requesting sealed proposals for Bus Stop and Transit Center Cleaning Services under a five-year contract commencing January 1, 2027, with proposals due September 21, 2026, at 11:59 PM (note: the posted due date of September 24, 2026 contradicts the RFP addendum deadline of September 21, 2026; the September 21 deadline controls per the addendum). The City requires a Disadvantaged Business Enterprise – Neutral (DBE-N) program commitment; offerors must submit a Statement of Small Business Utilization and comply with annual Small Business Participation Plan reporting requirements.

The scope encompasses cleaning and maintenance services for approximately 868 bus stops without furniture, 3,202 bus stops with furniture (benches, trash receptacles, shade structures), and 16 transit facilities including five transit centers, eight park-and-rides, Greg Stanton Central Station, the Downtown Office Building Transit Center, and one shopping center. Cleaning frequencies range from monthly to seven times per week based on stop location and usage patterns. Offerors must have been in operation for a minimum of five years and demonstrate prior experience providing similar services. All contractors and employees must complete background screening and obtain City-issued badges (fee $55 per badge) before accessing facilities; badge holders must comply with access control protocols and security policies.

Pricing shall be submitted on a per-unit basis for each service visit; the contractor is responsible for all disposal fees and equipment costs. Proposals must remain firm and fixed for 180 calendar days from solicitation opening. The City reserves the right to adjust service locations and cleaning frequencies during the contract term using the bidder's proposed unit costs for additions or deletions. Offerors must be authorized to conduct business in Arizona and in good standing with the Arizona Corporation Commission.

Evaluation weighs nine criteria totaling 800 points: Method of Approach for Bus Stop Cleaning (125 points), Method of Approach for Weekly Cleaning Schedule (125 points), Worker Safety Measures (100 points), Key Staff Experience (100 points), Previous Projects Experience (100 points), Issue Resolution Experience (50 points), Coverage and Staffing Capacity (100 points), Supervision Capacity (100 points), and Pricing Proposal (200 points). A non-mandatory pre-offer conference is scheduled for September 8, 2026, at 10:00 AM via Microsoft Teams. Written inquiries are due September 14, 2026, at 11:59 PM.
