About this opportunity
Gallup-McKinley County Schools (GMCS) in McKinley County, New Mexico is soliciting competitive sealed bids through Invitation to Bid (ITB) 2026-37GH for on-demand bus and fleet painting, graphics design, and decal services. The procurement seeks a firm fixed-price indefinite quantity contract to provide specialty painting, decal installation and removal, graphics design, vinyl wrap installation and removal, and minor repair work for GMCS's fleet of approximately 150 school buses, activity buses, equipment trailers, automobiles, and medium to heavy-duty trucks from manufacturers including Bluebird, Dodge, Ford, General Motors, Jeep, International, Mopar, and Toyota. Bidders must demonstrate a minimum three-year established business record with satisfactory performance history and integrity, and must provide a one-year warranty on services and workmanship according to industry standards while maintaining adequate inventory of parts, paint, and decals. Pricing shall be submitted as fixed hourly rates for specialty painting and design installation services that will remain firm throughout the contract term, with optional additional fixed pricing or discounts for products and services not estimated by hourly rate, and all pricing must be quoted on an F.O.B. Destination basis with Net 30 terms. The pre-bid conference is scheduled for Tuesday, March 24, 2026, at 10:00 AM (MDT) via Microsoft Teams or Zoom, with attendance recommended but not required, and sealed bids must be submitted electronically through the GMCS Bonfire Portal by April 14, 2026, at 2:00 PM local time. The contract award will be effective from the date of award through June 30, 2027, with GMCS retaining the option to renew the agreement for nine additional automatic one-year periods extending through June 30, 2035. GMCS prefers vendors who can provide delivery and pickup services to district facilities and reserves the right to make multiple awards to accommodate various manufacturer brands and service specialties.
New Mexico Resident Preference applies to this procurement, with eligible resident businesses, resident contractors, or resident veteran businesses required to submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department to claim preference benefits; resident veteran businesses with prior year revenue not exceeding $3 million may receive a 10% preference discount but are limited to such benefits for no more than ten consecutive years. All bidders must complete an Acceptance and Disclosures Form certifying their non-debarment and non-suspension status with the Federal Government, State of New Mexico agencies, and local public bodies, and must disclose any conflicts of interest including financial interests in the vendor entity, employment relationships with GMCS employees or board members, and participation in specification preparation. Bidders must also complete an Exceptions Form disclosing compliance with or exceptions to GMCS specifications, with failure to disclose exceptions potentially resulting in bid disqualification. The solicitation permits GMCS to award the contract to the lowest responsible bidder or split among multiple bidders if advantageous to the school district, with performance, payment, and fidelity bonds potentially required on contracts of $5,000 or more and a bid bond of at least five percent of the bid amount required if specified in special terms and conditions. No guaranteed minimum purchase quantities are specified in this as-needed services contract, and GMCS retains the right to cancel contracts for convenience with thirty days' written notice or for cause if vendors fail to meet obligations; price adjustments are limited to actual increased labor or material costs and may only occur at contract renewal anniversaries subject to written documentation and district approval. The procurement contact is Gregory Hudson, Procurement & Business Services Buyer, at (505) 721-1076 or ghudson@gmcs.org, and the contract is available for utilization by the City of Gallup, McKinley County, other school districts, state agencies, and authorized entities under a Cooperative Procurement Agreement.
