About this file
This is a Resident Veteran's Preference Certification Affidavit for a New Mexico state and local contract opportunity with Gallup-McKinley County Schools (GMCS) for Bus & Fleet Painting, Graphics Design & Decal Services. The affidavit establishes the framework for New Mexico resident veteran businesses to claim preference benefits in this procurement. Eligible businesses must possess a current Resident Veteran's Preference Certificate and meet specific criteria to qualify for the preference discount. The document outlines the certification requirements that vendors must complete if they wish to apply for resident veteran's preference consideration.
The affidavit requires qualifying businesses to certify that their prior year revenue does not exceed $3 million, which allows them to receive a 10% preference discount on the solicitation. Resident veteran businesses are limited to benefiting from this preference for no more than ten consecutive years, and individuals cannot hold preference benefits concurrently across multiple businesses. Any business awarded a contract based on resident veteran's preference must report the awarded amount to the State Purchasing Division of the General Services Department and indicate whether the purchase qualifies as a public body purchase or public works contract. All certifications are made under penalty of perjury, and false or misleading information constitutes a crime. The representations made in the certification are material and subject to protest, with potential denial or unaward of the contract if statements are proven incorrect.
