About this opportunity

Lancaster Township in Lancaster County, Pennsylvania is soliciting proposals for a bulk leaf collection contract through an electronic bidding process on PennBid. The procurement seeks a contractor to collect and dispose of approximately 350 fifteen-cubic-yard loads of leaves during the municipal leaf collection season. The initial contract term is three years with potential renewal for two additional one-year terms, contingent upon mutual agreement and satisfactory performance. A mandatory pre-bid meeting is scheduled for November 13, 2025, at 10:00 AM, with sealed electronic proposals due on November 19, 2025, at 10:00 AM. Bidders must submit a certified check or bid bond for 10% of the first-year bid price, provide at least three municipal references, and demonstrate capability to perform leaf collection services. The township will evaluate bids based on total cost, references, prior experience, compliance with specifications, ability to meet scheduling requirements, and overall bid responsiveness. Contractors must provide two collection machines, two trucks capable of fifteen-cubic-yard loads, necessary hand tools, safety equipment, and personnel including truck operators and a crew leader.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. Bidders are required to maintain general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000, and workers' compensation insurance as mandated by Pennsylvania law. While no incumbent vendor is mentioned, the township has provided detailed mapping of leaf collection zones and street sweeping routes to support potential contractors' understanding of service requirements. The leaf collection will be performed during daylight hours, with the contractor responsible for daily route notification and load tracking. The township reserves the right to reject any or all bids and award the contract in the best interest of Lancaster Township. Although a specific budget range is not disclosed, the comprehensive requirements suggest a substantial municipal service contract focused on efficient leaf collection and disposal across multiple township zones.
