About this opportunity

The State of Oregon Department of Administrative Services is requesting bids on maintenance, repair, and related services for bulk fuel storage and dispensing equipment across 41 sites throughout Oregon under ITB S-10700-00015928, with bids due June 26, 2026 at 12:00 p.m. The State encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned, woman-owned, veteran-owned, and emerging small businesses.

The scope covers underground storage tanks (500 to 20,000 gallons) and associated equipment storing unleaded fuel and diesel at facilities operated by the Department of Administrative Services Fleet and Parking, Oregon Parks and Recreation Department, Oregon Department of Corrections, Oregon State Fair Board, and Department of Public Safety Standards and Training. The contract requires on-site mechanical and electrical services priced per person-hour, equipment markup percentages over material cost, and travel expenses calculated per the Oregon Accounting Manual. Field technicians must hold hazardous environment equipment training, hazardous materials handling certification, process and pressure pipe training, and current licenses or training credentials directly related to petroleum-use equipment. Licensed electricians must be capable of working with AC and DC electrical systems up to 240 volts.

The initial contract term is three years, with renewal options in increments up to a maximum of ten years at the State's discretion. The State reserves the right to award one or more price agreements to the lowest-priced responsive and responsible bidders, potentially by geographical area when economically beneficial. Apparent successful bidders with contract value exceeding $500,000 and 50 or more employees must provide an unexpired Pay Equity Compliance Certificate. Insurance requirements include Workers' Compensation; Commercial General Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate); Automobile Liability ($1,000,000 combined single limits); and Pollution Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate). Contractor bears all costs and damages from fuel spills, including environmental remediation. A voluntary pre-bid conference is scheduled June 10, 2026 at 2:00 p.m. via Microsoft Teams. Questions are due June 18, 2026 at 12:00 p.m. Addendum No. 1, issued June 18, revised the bid form to establish markup pricing mechanisms for equipment and parts. Bids must remain firm for 90 days following closing.
