About this opportunity
The City of Palo Alto's Regional Water Quality Control Plant (RWQCP) issued Request for Quotation (RFQ) 197475 on April 21, 2026, seeking quotations for the procurement and delivery of bulk 12.5% sodium hypochlorite solution. The RWQCP, which treats wastewater from six partner agencies and produces approximately 230 million gallons per year of tertiary-treated recycled water, estimates annual consumption of approximately 130,000 gallons, with consumption rates varying seasonally between wet and dry weather periods. Deliveries must be split between two separate RWQCP locations: the DMF location containing one 6,000-gallon tank and the Chlorine Building location containing two 6,000-gallon tanks, with a maximum tank volume of 5,000 gallons per tank and a required 10% safety margin. The supplier must deliver all orders within 48 hours of order placement, use renewable fuel for delivery vehicles, provide four half-hour training sessions at no cost to the City prior to first delivery (two sessions for night shift and two for day shift personnel), and provide qualified USDOT-compliant personnel to attend all unloading operations. All pricing must be submitted on an all-inclusive per-gallon basis excluding sales tax, encompassing regulatory compliance, fuel surcharge, delivery, California mill tax, California pesticide assessment fees, and any other applicable taxes or fees, with prices subject to annual adjustment based on the Consumer Price Index for Urban Wage Earners and Clerical Workers in the San Francisco-Oakland-San Jose area. The contract term is one year with options to renew annually for a maximum three-year term, with questions due by May 1, 2026 at 12:00 a.m. and quote submissions due by May 13, 2026 at 3:00 p.m. through the City's OpenGov portal. Award will be made to the lowest responsive and responsible bidder based on combined bid totals for all three years, and the City reserves the right to terminate the agreement with or without cause upon ten days' written notice.
The RFQ does not identify any set-aside designations or restrictions limiting responses to specific types of organizations based on disadvantaged enterprise status. However, suppliers must comply with comprehensive insurance requirements, including Workers' Compensation and Employer's Liability coverage at statutory limits, General Liability of $1,000,000 per occurrence and aggregate, Automobile Liability of $1,000,000 per person per occurrence and $1,000,000 property damage, and Professional Liability of $1,000,000, with all policies underwritten by companies holding an AM Best's Key Rating of A-:VII or higher and authorized to conduct business in California, with the City named as an additional insured on all applicable policies. Suppliers must also comply with strict environmental and safety requirements including American Water Works Association (AWWA) standard B-300-18, Chlorine Institute Pamphlet 96 standards, USDOT regulations, environmentally preferred purchasing requirements with specific packaging and recycling standards, and the City's Receiving/Off-Loading Authorization Form procedures. Required deliverables include Safety Data Sheets from the original manufacturer provided two weeks prior to first delivery, weight scale certificates, bills of lading, certificates of analysis accompanying each shipment, and Standard Operating Procedures for unloading submitted with the quotation. No incumbent vendors or current contractors are identified in the available documentation. The RFQ does not specify an estimated award value or budget range, though the contract structure is based on unit pricing per gallon for approximately 130,000 gallons annually over a potential three-year term.
