About this opportunity

The Nevada State Purchasing Division, Department of Administration, on behalf of the Office of the Military, is requesting proposals for Building Automation System (BAS) services across eight military facility locations (Carson, Fallon, Elko, Carlin, Reno/Stead, Las Vegas, North Las Vegas, and Henderson), with proposals due September 15, 2026, at 2:00 PM Pacific Time. The State intends to award multiple contracts. A 5% preference applies to Nevada-based businesses as defined under NRS 333.3351 to 333.3356.

The scope encompasses as-needed BAS labor, materials, equipment, programming, integration, testing, commissioning, training, and documentation for HVAC and building equipment monitoring and control systems. Services include preventive maintenance, system inspections, functional testing, software updates, field device calibration, equipment installation and replacement, technical support, and emergency repairs scheduled primarily Monday through Friday, 8:00 a.m. to 4:00 p.m. Vendors must hold a Nevada Contractor License and State Business License, provide liability and worker's compensation insurance naming the Office of the Military as certificate holder, furnish at least three completed client reference questionnaires from work within the past five years, and comply with background checks via Nevada National Guard Annex D before facility access. Personnel must carry valid government-issued identification and operate legally registered and insured vehicles. A minimum one-year warranty covering labor, workmanship, and installation-related defects is mandatory.

The initial contract term is four years, anticipated to begin January 1, 2027, subject to Board of Examiners approval, with options for two additional one-year renewals by mutual agreement. Award and continuation are contingent on annual National Guard Bureau funding availability; no minimum contract value or guaranteed work is implied. Evaluation weighs Capability (30%), Relevant Experience and Past Performance (25%), Project Schedule and Management Approach (20%), Compatibility with Existing Systems (15%), and Cost (10%). Questions are due August 25, 2026, with answers posted by September 1. Reference questionnaires are due September 14. An estimated notice of intent is targeted for September 25 and notice of award for September 30. Vendors must register on nevadaepro.com and sam.gov, obtain Nevada business licensing, comply with Israel boycott prohibitions, maintain stateside data encryption, and certify compliance with federal lobbying restrictions.
