About this opportunity
The Texas Department of Public Safety is soliciting proposals to replace the generator serving Building G at its Headquarters Campus in Austin, with a pre-proposal site visit on November 10, 2026 at 10:00 a.m. Central Time and responses due November 19, 2026 at 5:00 p.m. Central Time. All responding vendors must submit a completed HUB subcontracting plan to be considered responsive, because the contract is expected to exceed $100,000 and subcontracting opportunities with Veteran Heroes United in Business (VetHUB) certified vendors are probable. Vendors planning to subcontract must notify at least two VetHUBs of each opportunity and allow a minimum of seven business days for responses.
The scope is turnkey, with all means and methods provided by the contractor. It covers removal of the existing generator, Automatic Transfer Switch, mechanical yard, and related equipment; installation of a new 1,000kW generator with associated electrical equipment; and reinstallation of the mechanical yard and enclosure. A $25,000 lump-sum allowance covers an aluminum framed elevated maintenance walkway serving all sides of the new generator. Work must comply with the latest International Building Code editions, and the project carries prevailing wage requirements under Texas Government Code Chapter 2258. Craft personnel require a minimum of three years' experience, and all personnel require criminal history background checks at the contractor's expense. The contractor must provide a one-year warranty covering 100 percent of new material and labor from Substantial Completion, respond to warranty calls within 48 hours, and replace defective products within two days of notification. Vendors submit a Verification of Experience form documenting up to three similar projects completed within the past five years.
DPS does not estimate a contract value in the source, and it guarantees no minimum compensation. The initial term runs one year from the effective date, with DPS reserving the right to extend performance up to an additional six months for re-advertising, award of a new contract, or transition. The project must reach completion by August 31, 2027. Pricing is a single lump sum submitted on the Mandatory Pricing Schedule, with bond costs included in the base bid. Performance bonds are required for contracts exceeding $100,000, and payment bonds for contracts exceeding $25,000. DPS withholds 10 percent retainage from final payment and pays monthly progress payments under the State of Texas Purchase Voucher Construction format.
Award goes to the best-value responsive respondent under weighted criteria: Technical Requirements (30 points), Indicators of Probable Vendor Performance including past performance, financial resources, experience, and maintenance capability (40 points), and Cost (30 points). Written questions are due November 11, 2026 at 5:00 p.m. Central Time, with answers anticipated by November 13, 2026. Anticipated award is December 18, 2026. Submissions go to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room, where vendor registration takes up to two business days. Chris Mathews (512-424-7260) serves as the primary project contact, and Norma Cervantes handles subcontracting plan questions.
