About this opportunity

Charles County, Maryland is seeking qualified contractors to provide comprehensive grounds maintenance services for 29 county-owned buildings, parks, and lot sites, divided into two geographic areas: Area I (North) with 14 sites and Area II (South) with 15 sites. The solicitation, designated as ITB-24-024, seeks contractors to perform weekly maintenance activities from April 1st to October 31st annually, including mowing, trimming, edging, landscaping, weed control, herbicide application, and litter/debris removal. Bidders must submit electronic responses through the County's eProcurement Portal by February 19, 2025, at 10:00 am, with a base contract period ending December 31, 2025, and potential for three optional one-year renewals. Contractors must possess at least five years of experience, a Maryland Department of Agriculture Pesticide Applicator Business License, and provide unit pricing for two maintenance levels: Level 1 (comprehensive maintenance with herbicide application) and Level 2 (basic maintenance without herbicide application). Bidders are required to submit comprehensive insurance documentation, including commercial automobile, workers' compensation, general liability, and environmental insurance policies.

The county has established aspirational goals for Minority Women Business Enterprise (MWBE) participation at 25% and may provide preference to Small Local Business Enterprise (SLBE) firms. Contractors will be evaluated based on their ability to meet technical specifications, pricing structure, and compliance with insurance and licensing requirements. The total available budget for this procurement is $154,759 for Fiscal Year 2025, with a contingency for optional mulching services covering 30,000 square feet. The previous mowing contract with Actaeon, LLC was not renewed, indicating an opportunity for new vendors to enter the market. The solicitation allows for potential multiple contract awards, suggesting that the county may select more than one contractor to service the various sites. Bidders must demonstrate technical competence, financial stability, and the capacity to perform comprehensive grounds maintenance across diverse county properties.
