About this opportunity

The West Virginia Department of Administration, General Services Division, is requesting bids on removal and replacement of the East Porch Door at Building 8 (the Governor's Mansion) in Charleston under ARFQ GSD2700000006, with bids due August 14, 2026, at 2:30 p.m. The pre-bid meeting was held July 31, 2026, at 10:00 a.m., and the technical questions deadline is August 7, 2026, at 12:00 p.m. Addendum #2, posted August 7, publishes vendor Q&A; vendors must acknowledge receipt of all addenda with their bids to avoid disqualification.

The scope includes safe removal and disposal of the existing door and frame, professional installation of a new custom poplar door (24 lite, 2.25 inches thick, 43.75 inches wide, 96 inches tall), installation of hardware including ball-top hinges and brass threshold, primer and paint application, and coordination with Electronic Specialty Company for electronic magnetic locking system integration into the existing security system. The vendor must provide a one-year labor warranty and manufacturer's warranty on materials, whichever is longer.

Work must be completed within two business days: door removal and installation on day one, caulking, priming, painting, and cleanup on day two. The contract is a fixed-scope, one-time purchase with pricing submitted as a firm, flat-fee lump sum covering all labor, materials, equipment, permits, travel, and incidental costs—no separate reimbursement for travel or mileage.

The vendor must be registered with the West Virginia Purchasing Division, carry commercial general liability insurance of $100,000 per occurrence and workers' compensation coverage, and comply with OSHA requirements and West Virginia domestic steel products preference regulations. Work is performed at an operational state facility; vendor coordination with building management is required for access, parking, security protocols, and work hour restrictions. The State is exempt from all federal and state taxes. Payment is by electronic funds transfer or P-Card only. Contact Paul W. Boswell, buyer, at 304-352-5529 or paul.w.boswell@wv.gov.
